9. ANNUAL MEETING AND ELECTIONS <br />Discussion of District performance: <br />Brad had emailed to Board members a list of suggested discussion topics, requesting Board feedback on <br />his performance, as well as Barr Engineering's performance as a whole. He hoped discussion of these <br />topics might generate some ideas on how to make improvements. Most of the Board's feedback <br />addressed communication topics such as: timing of when information is provided, preferences on how <br />the information is presented, and the need for information that compares value. <br />Paul Ellefson thought the presentations made by various staff members on their specific program. areas <br />were exceptionally good last year. He believes the District tours still serve a useful function. He <br />emphasized the need to increase spending on continuing education for staff. He also expressed the need <br />for the District to get back to the science policy issue within the next six months (he cited as an example <br />how it could have been applied to the messages contained in the new Good Management Practices <br />pamphlet). He also expressed his interest in scheduling presentations by leaders, administrators, and <br />scientific people to address the broader questions that face the District (changes in population, the <br />changes in general infrastructure of the region, the TMDL issue). <br />Election of Officers: Motion: Paul Ellefson moved, Bob Johnson seconded, that the present slate of <br />District officers serve for the calendar year 2002 as follows: President-Roger Lake, Vice <br />President-Paul Ellefson, Treasurer-Jack Frost, and Secretary-Bob Johnson. The motion carried. <br />Consulting Staff Appointments: Motion: Paul Ellefson moved, Bob Johnson seconded, to reappoint the <br />existing consulting firms used by the Watershed District as follows: Barr Engineering Company for <br />engineering services; Lawson, Marshall, McDonald & Galowitz, P.A. for legal services; and HLB <br />Tautges Redpath Ltd. for audit and accounting services. The motion carried. <br />Oj~cial Bank of Deposit Appointment: Motion: Paul Ellefson moved, Bob Johnson seconded, to <br />designate the 4M Fund through the League of Minnesota Cities with US Bank as the Watershed <br />District's official bank of deposit. The motion carried. <br />Official Newspaper Appointments: Motion: Paul Ellefson moved, Bob Johnson seconded, to designate <br />the "Ramsey County Review" as the official newspaper in Ramsey County and the "Oakdale/Lake Elmo <br />Review" as the official newspaper in Washington County for the year 2002. The motion was carried. <br />Cliff was instructed to poll the managers in order to schedule a breakfast meeting next week in order to <br />conduct the Administrator's performance review. <br />10. ADJOURNMENT <br />Motion: Bob Johnson moved, seconded by Pam Skinner, to adjourn the meeting.
