Tracey Galowitz advised the Board that, in her opinion, the -District's bidding process and contract <br />documents provide adequate guidelines and instructions, and she advised against accepting a bid with <br />these irregularities. Paul Ellefson added that the pre-bid meeting is intended to provide bidders with an <br />opportunity to get clarification on any issues they may have that would otherwise prevent them from <br />submitting a proper bid. <br />Motion.: Paul Ellefson moved, Roger Lake seconded; to construct the Battle Creek Lake Area Water <br />Management Project according to Base Bid Plus Alternate B (Excavation with On-Site Disposal). The <br />motion carried unanimously. <br />Motion: Paul Ellefson moved, Roger Lake seconded, to accept the Base Bid Plus Alternate B as <br />submitted by S. M. Hentges and Sons Inc. as the lowest responsible bidder in the amount of <br />$221,062.00. After discussion, the motion carried unanimously. <br />Web Site Development n <br />Cliff reported that the website is still not available due to computer problems and website host issues <br />involving the District's Internet service provider. This site should be available by mid-February <br />(www.rwmwd.org). <br />Natural Resources Update <br />Lake Phalen Shoreland Restoration: The final draft of the five-year plan is being distributed this month. <br />On January 10, Cliff and Bill Bartodziej presented an overview of the project to upper-level <br />administration staff at the City of St. Paul. The feedback has been positive. Bill added that some city <br />staff are concerned about the need to install a permanent fence along the parking lot, which is intended <br />to protect the restored areas. Bill is also working with DNR to establish designated fishing access points <br />along the shoreline. <br />Good Management Practices Pamphlet: The Natural Resources Board was instrumental in shaping the <br />educational messages contained in this new pamphlet. Roger Lake shared his views relating to the <br />effective use of technically correct information in the brochure versus theatrical language as a way to <br />effectively convey our message to the public. <br />ADMINISTRATOR'S REPORT <br />:'DES Phase 2 <br />Cliff reported that MPCA should complete the draft Phase 2 permit in March. City workshops will then <br />be held to find ways for the cities and the District to work together to achieve compliance. <br />Jack Frost stated that all cities within the District must be permitted, as well as the Watershed District <br />itself, due to its ownership of the Beltline Interceptor. Brad added that one of the tasks undertaken <br />during the Beltline five-year inspection was to plan ahead by collecting information that will be needed <br />as part of the future permit program. Noting the District's lack of control over what is feeding into the <br />Beltline Interceptor, Cliff added that the District's permit needs to include a joint powers agreement with <br />the City of St. Paul <br />7. TREASURERS REPORT AND BILL LIST <br />Motion: Bob Johnson moved, Roger Lake seconded, to approve the Bill List and also the Supplemental <br />Bill List for February 6, 2002. Motion carried. <br />8. SPECIAL ORDERS <br />Well Sealing Resolution No: 02-02 <br />Motion: Paul Ellefson moved, Bob Johnson seconded, to adopt Resolution No. 02-02 to approve cost <br />share funding for one well sealing program application.
