Permit 02-19: Hillcrest Animal Hospital -Maplewood <br />Motion: Bob Johnson moved, Paul Ellefson seconded, to approve Permit #02-19. Motion carried. <br />Amended Permit 00-12; Dearborn Meadows. -Maplewood <br />Cliff requested consideration of another permit amendment. Revised plans were submitted as a result of <br />the city's requirements for stormwater conveyance on the site. Karl has initiated the WCA notification <br />process in order to issue a Certificate of No Loss Determination for the proposed excavation of this <br />Utilize 2 type wetland in order to create the required stormwater pond. <br />Motion: Bob Johnson moved, Paul Ellefson seconded, to approve Amended Permit #00-12 and the <br />associated wetland fill exemption. Motion carried. <br />Monthly Enforcement Report <br />During March,. no violations were issued, and there are no WCA enforcement updates to report. <br />5. PROJECT STATUS REPORTS <br />CIP Maintenance/Repairs 2002 <br />Brad Lindaman showed "before and after" photos of the cleanout work on the lower ravine of Battle Creek. <br />Kohlman Basin Management Project <br />Board members have received the 3/27/02 Barr Engineering memo that summarizes the actual project costs <br />and design changes that occurred over the course of this nine-year project. <br />Weir Drive Drainage Improvements (West Tamarack SwamR~ <br />District staff will meet with the City of Woodbury on April 4 to discuss cost allocation issues and update <br />the Board at the May meeting. <br />Battle Creek Lake Area Water Management (ABI) Project <br />Brad showed"before and after" photos of the site, reporting that the excavated fill has been spread across <br />the ballfield area to a depth of 3 to 4 feet: <br />Natural Resources Update <br />Natural Resources Board: An environmentally friendly neighborhood yard award program is being <br />developed to recognize public and private landowners that are using good management practices to <br />preserve and improve local water and natural resources. Awards will be presented at WaterFest 2003. <br />Paul Ellefson commented on the original formation of this group as a steering committee to assist in the <br />development of a management plan for the Phalen Chain of Lakes, wondering if it had served its purpose. <br />Cliff stated that it evolved into aDistrict-wide committee when the Watershed Management Plan was <br />developed, and the group has since accomplished some positive things as a District Advisory Committee. <br />Phalen Lakeshore Restoration Plan Presentation: The five-year plan dated Dec 2001 was sent to Board <br />members in mid-February. Bill Bartodziej presented a summary of the plan, starting with a history of <br />shoreland conditions and management practices to show how the Lakeshore habitat has changed since the <br />park was established in 1899. The greatest Lakeshore impacts originate from (1) physical disturbance <br />caused by 500,000 visitors to the lake each year, and (2) lake level bounce. <br />The Watershed District and the City of St. Paul Division of Parks and Recreation are the lead agencies who <br />developed the five-year plan. It meets specific objectives of the District's Watershed Management Plan <br />related to decreased nutrient and sediment loading, reduced shoreline erosion, enhanced fish and wildlife <br />habitat, and improved recreational opportunities. The first phase of restoration occurred in 2001 at a cost of <br />$52,000, and the second phase starting in 2002 will cost $146,000. Other agencies contributing to the <br />project so far include: MnDNR, St. Paul Neighborhood Star Grant Program, Ramsey County, BWSR, and <br />Ramsey SWCD. Financial support for the remaining three years has yet to be determined.
