CALL TO ORDER <br />The meeting was called to order by President Lake at 7:30 p.m. <br />2. APPROVAL OF MIN~JTES <br />Motion: Moved by Bob Johnson, seconded by Jack Frost, to approve the minutes of the July 10, 2002, <br />regular meeting. The motion carried. <br />3. APPROVAL OF AGENDA <br />Tracey Galowitz requested the following addition: discussion of property acquisition. <br />4. PERMIT APPLICATIONS <br />Tina Carstens, the new Permit Program Coordinator, was introduced to the Board. <br />Permit 02-35: The Preserve -Little Canada <br />Tina distributed revised Special Provision #2, requiring low floor elevations to be a minimum of 2 feet <br />above all 100-year flood elevations. The applicant has complied with the average 75-foot buffer <br />requirement around the Protect category wetland, and they have also complied with the absolute minimum <br />10-foot buffer, as specified in Special Provision #l. The District's erosion control measures will be <br />enforced for the duration of the project until the last house is finished. <br />Pam wanted assurance that new homeowners will not disturb the wetland buffer, and Cliff Aichinger added <br />that the City of Little Canada is also very interested in protecting this buffer. Discussion was held on the <br />signage policies of neighboring cities. Maplewood requires signage as an educational measure, and the <br />City of White Bear Lake has also created a sign that was used voluntarily for a development in the Willow <br />Lake area. <br />Motion: Bob Johnson moved to approve Permit #02-35. Pam Skinner offered a friendly amendment to add <br />Special Provision #5 that would require wetland buffer signs to be placed at the wetland buffer edge <br />signifying the buffer as "no disturb."
