Motion: Roger Lake moved, Bob Johnson seconded, to authorize the finial completion date of the CIP <br />Maintenance/Repairs 2002 Project to be extended to August 31, 2002, with the exception of Site 11 <br />(Kohlman Basin) and Site 12 (Battle Creek Energy Dissipator Inspection), whose completion dates will be <br />scheduled for this winter. Motion carried. <br />Battle Creek Subwatershed Sediment Studv <br />Brad Lindaman distributed an August 2002 draft and asked that comments be submitted by August 16. <br />Discussion was held. on the cost comparison table that lists various alternatives to address the sediment <br />problem over a 20-year period. Each successive alternative lengthens the frequency between channel <br />cleaning, but no alternative will totally eliminate the need for channel cleaning. <br />Cliff felt that since Ramsey County has only recently accepted the responsibility for channel maintenance, <br />the District's objective should be to monitor the situation for the next five years. District staff can also help <br />them develop a vegetation management program to address the organic growth that is adding to the <br />problem. Unless a TMDL issue is identified downstream that requires the District to limit sediment <br />production, there didn't appear to be any significant advantages to any of the options.. <br />Jack would like to see the city and state become good stewards by changing their management practices <br />involving road sanding. Cliff stated that the most cost-effective option would be to prevent the sediment <br />from reaching the channel. At this point, Louise Watson discussed District goals, objectives and policies <br />regarding street management. A goal in 2003 is to work with the cities to increase multi jurisdictional <br />collaboration, minimize damage caused by anti-icing materials and their misapplication, and maximize <br />street sweeping in critical areas. She believes there is now enough information available for her to put <br />together an introductory-level educational tool that can be used for presentations to cities in order to pass <br />on practices that are generally-accepted by leading authorities on the subject. <br />Beltline Outlet Structure Improvements <br />Cliff reported on the final inspection that took place on August 6. The project is currently under budget, <br />but there will be an additional unplanned expenditure. It involves re-design. of the locking hatch doors in <br />the transition structure, which did not withstand the forces of the rotational flow during June's heavy <br />rainstorms. <br />Battle Creek Lake Flood Protection Project <br />Brad Lindaman reported that the berm was completed on schedule. <br />On a related note, Pam commented on what she has observed as an increased green color of the lake, and it <br />appears to stay that way longer. Cliff mentioned that he has received similar complaints related to all the <br />lakes in the District. Although it has been a strange weather year, there has been no change in the physical <br />water quality of Battle Creek Lake. Rob Langer added that he is unable to identify any clear trend using <br />existing data. <br />Valley Creek Road Stormwater Infiltration <br />Brad reported that the site is currently being staked, construction will begin on August 12, and the <br />contractor plans to complete the job in three weeks. <br />6. ADMINISTRATOR'SREPQRT <br />Oakdale Cost Share Funding Request <br />The City of Oakdale has the opportunity to purchase a parcel of land owned by the Episcopal Diocese of <br />St. Paul, located at the intersection of Trunk Highway 120 and 43rd Street North. They are considering its <br />use as a park, and welcomed any funding that the District could provide towards the purchase. Their <br />request was prompted by Cliff's recent memo addressed to all cities, in which he had asked for input in <br />developing the District 2003 budget, and one of the items to consider was whether they thought the District <br />should be involved in land or easement acquisition for greenways and buffer protection. <br />Page 4 August 7, 2002 RWMWD Minutes <br />
