Permit 02-44; Sgt. Peppers Bar & Grille -Oakdale <br />This site is part of the Gateway development (Permit #95-41) that was permitted before the District's buffer <br />requirements were approved. Stormwater treatment is provided. <br />Motion: Roger Lake moved, Jack Frost seconded, to approve Permit #02-44. Motion carried. <br />Permit 02-45; OakRiver Technology -Oakdale <br />This site is also part of the Gateway development and is exempt from the District buffer requirement. A <br />minimum 16-foot buffer will be required by the city. Stormwater from the site will be treated prior to <br />discharge to the wetland. <br />Motion: Bob Johnson moved, Jack Frost seconded, to approve Permit #02-45. Motion carried. <br />Permit 02-46; Hayward Avenue Extension -Oakdale <br />The road extension will connect Hayward Avenue to 7th Avenue North. This is an element of the <br />development of Gateway 5th Addition. In order to keep the project on schedule, staff proposes to grant a <br />permit for only those portions of the project that do not disturb the Protect category wetland. Anew permit <br />will be required in order to review and approve the wetland replacement plan for the wetland portion of the <br />project. <br />Pam expressed opposition to the construction of a roadway through a Protect category wetland, citing the <br />value it has as a greenway and wildlife corridor. She wanted assurance that this issue will be re-evaluated. <br />when the Watershed Management Plan is updated. Cliff noted that this wetland has already been modified <br />with a berm and a weir to regulate water elevation, and wetland mitigation has also taken place. Staff <br />requires considerable stormwater treatment for the individual permits issued in the Gateway development, <br />and no direct discharge takes place. <br />Tracey Galowitz advised the Board of their responsibility to balance the wetland impacts against project <br />need. In this case, for public safety and site access reasons, the city's land use policies require two access <br />points on a road exceeding 500 feet in length. <br />Motion: Paul Ellefson moved, Roger Lake seconded, to approve Permit #02-46. Motion carried. <br />Permit 02-47; Beaver Lake Townhomes Trunk Sanitary Sewer & Trail with Bridge- Maplewood <br />This project is taking place in conjunction with the townhome project, Permit #02-15. <br />Motion: Paul Ellefson moved, Roger Lake seconded, to approve Permit #02-47. Motion carried. <br />Monthly Enforcement Report <br />During July, 29 notices were issued to address the following violations on permit sites: repair silt <br />fence (21), sweep streets (14), stabilize site and revegetate areas (5), install filter rock berm or rip rap (1), <br />repair inlet protection (8), and repair rock construction entrance (5). <br />It has been difficult for permitholders to maintain erosion control features with the heavy bouts of rain, but <br />most have completed repairs as requested in a timely manner.
