CALL TO ORDER <br />The meeting was called to order by President Lake at 7:30 p.m. <br />2. APPROVAL OF MINUTES <br />Motion: Moved by Bob Johnson, seconded by Roger Lake, to approve the minutes of the June 5, 2002, <br />regular meeting and the June 27, 2002, special meeting. The motion carried. <br />3. APPROVAL OF AGENDA <br />No changes were made to the agenda as presented. <br />4. PERMIT APPLICATIONS <br />Permit 02-04; Woodwinds Health Garden & Trail - Woodburv <br />Staff recommends granting a buffer variance for trail construction through the wetland and a WCA <br />exemption to fill 158 square feet of wooded wetland. <br />Motion: Paul Ellefson moved, Roger Lake seconded, to approve Permit #02-04 and the associated wetland <br />buffer variance and the wetland fill exemption. Motion carried. <br />Permit 02-32: North St. Paul Veterinary Hospital -North St. Paul <br />Motion: Bob Johnson moved, Paul Ellefson seconded, to approve Permit #02-32. Motion carried. <br />Permit 02-33: Valley Creek Road Infiltration/Filtration - WoodburX <br />The District's CIB project will create a series of filtration and infiltration ponds to treat stormwater before <br />it enters Tamarack Swamp. A WCA No Loss exemption will be required for a small area showing wetland <br />characteristics. The Distract received a Regional Environmental Partnership grant from the Met Council for <br />this project. <br />
