Motion: Paul Ellefson moved, Bob Johnson seconded, to approve Permit #02-33 and the associated <br />wetland exemption. Motion carried. <br />Permit 02-34: Valley View Estates -Woodbury <br />A revised Special Provisions page was distributed to add a third provision requiring the submittal of <br />amended erosion control plans. <br />Motion: Bob Johnson moved, Roger Lake seconded, to approve Permit #02-34. Motion carried.. <br />Permit 02-36: Washington County Bank -Maplewood <br />Cliff Aichinger stated that a temporary grading permit was issued for this project. <br />Motion: Roger Lake moved, Bob Johnson seconded, to approve Permit #02-36. Motion carried. <br />Permit 02-37: Wakota Bridge Project - MaplewoodlSt. Paul <br />The proposed project includes the widening of I-494 and Highway 61 and creation of new interchanges and <br />bridges. A retaining wall will be built to protect Fish Creek, and District wetlands will not be impacted. <br />Overall drainage patterns remain the same, flowing out of the District, where regional stormwater ponds <br />will be created under the jurisdiction of the East Mississippi WMO and the South Washington WD. Ben <br />Timerson stated that the construction schedule runs through 2007. <br />Motion: Paul Ellefson moved, Bob Johnson seconded, to approve Permit #02-37. Motion carried. <br />Monthly Enforcement Report <br />During June, 21 notices were issued to address the following violations on permit sites: repair silt <br />fence (8), sweep streets (3), stabilize site and revegetate areas (9), and install filter rock berm or rip rap (4). <br />Due to heavy rains, it has been difficult for permit holders to maintain erosion control or to access certain <br />sites in order to make repairs, but generally, cooperation has been good. Three permit sites with repeat <br />violations are being watched closely by staff: <br />® Permit #02-13, Carriage Homes of Maple Hills (MPCA has also issued an NPDES violation) <br />® Permit #01-42, Cummins North Central <br />® Permit #01-36, Afton Ridge <br />WCA enforcement issues: <br />• Relative to the two properties located at the junction of Edgerton Road and Ripley Avenue in <br />Maplewood: A continued high water level in the pond, due to June's heavy rains, has further delayed <br />resolution of the wetland fill issues. <br />5. PROJECT STATUS REPORTS <br />CIP Maintenance/Repairs 2002 <br />Brad Lindaman stated. that staff recommends approval of Change Order #1, even though the extension <br />dates referenced in it have already passed. <br />Motion: Roger Lake moved, Jack Frost seconded, to approve Change Order #1 to the CIP Maintenance/ <br />Repair 2002 Project, which represents a $10,199.63 increase in the contract price to add the repair of the <br />sanitary sewer at 2966 Arcade Street, and extends. the Contract Time. in accordance with the contractor's <br />letters dated May 31 and June 18, 2002. Motion carried. <br />Battle Creek Flood Protection Project' <br />Brad reported that Jay Bros, Inc. has been issued Notice to Proceed, and they were prepared to start today <br />but were hindered by heavy rain. <br />Page 2 July 10, 2002 RWMWD Minutes <br />
