Permit 02-36: Washington County Bank -Maplewood Cliff Aichinger stated that a temporary grading permit was issued for this project. Permit 02-37: Wakota Bridge Project - MaplewoodlSt. Paul The proposed project includes the widening of I-494 and Highway 61 and creation of new interchanges and bridges. A retaining wall will be built to protect Fish Creek, and District wetlands will not be impacted. Overall drainage patterns remain the same, flowing out of the District, where regional stormwater ponds will be created under the jurisdiction of the East Mississippi WMO and the South Washington WD. Monthly Enforcement Report During June, 21 notices were issued to address the following violations on permit sites: repair silt fence (8), sweep streets (3), stabilize site and revegetate areas (9), and install filter rock berm or rip rap (4). Due to heavy rains, it has been difficult for permit holders to maintain erosion control or to access certain sites in order to make repairs, but generally, cooperation has been good. Three permit sites with repeat violations are being watched closely by staff: ® Permit #02-13, Carriage Homes of Maple Hills (MPCA has also issued an NPDES violation) ® Permit #01-42, Cummins North Central ® Permit #01-36, Afton Ridge WCA enforcement issues: • Relative to the two properties located at the junction of Edgerton Road and Ripley Avenue in Maplewood: A continued high water level in the pond, due to June's heavy rains, has further delayed resolution of the wetland fill issues. 5. PROJECT STATUS REPORTS CIP Maintenance/Repairs 2002 Brad Lindaman stated. that staff recommends approval of Change Order #1, even though the extension dates referenced in it have already passed. Motion: Roger Lake moved, Jack Frost seconded, to approve Change Order #1 to the CIP Maintenance/ Repair 2002 Project, which represents a $10,199.63 increase in the contract price to add the repair of the sanitary sewer at 2966 Arcade Street, and extends. the Contract Time. in accordance with the contractor's letters dated May 31 and June 18, 2002. Motion carried. Battle Creek Flood Protection Project' Brad reported that Jay Bros, Inc. has been issued Notice to Proceed, and they were prepared to start today but were hindered by heavy rain.
