August 15, 2003 <br />Roseville Mayor and City Council Members: <br />The Grass Lake Water Management Organization (GLWMO) was created by a joint powers <br />agreement between the Cities of Roseville and Shoreview in 1983, and continues to address <br />issues of increased flooding and degraded water quality in this area. Specifically, GLWMO is <br />responsible for several watershed management purposes, including managing intercommunity <br />storm water runoff, protecting and preserving water resources, establishing policies for water <br />resources management, preventing soil erosion, promoting groundwater recharge, and protecting <br />and enhancing wildlife habitat and water recreation. The GLWMO Board is comprised of <br />citizens appointed by their respective city councils, and meets quarterly to discuss it's own <br />internal work program as well as other water quality-related issues within Roseville and <br />Shoreview. <br />At the regular meeting of August 14, 2003, the Board received an update regarding the Roseville <br />City Council's consideration of potential improvements at the leaf compost site. If the Council <br />decides to continue operations at the facility, the GLWMO Board strongly encourages the City <br />of Roseville to identify and construct improvements that will improve the quality of the ground <br />water and storm water runoff from the site, in accordance with the goals and objectives in both <br />the GLWMO Watershed Management Plan and Roseville's Comprehensive Stormwater <br />Management Plan. <br />Thanks you for the opportunity to comment on this issue.
