Article for FalUWinter ShoReview <br />GRASS LAKE WATER MANAGEMENT ORGANIZATION <br />If you live in Roseville or Shoreview, you've probably heard of the Grass Lake Water <br />Management Organization (GLWMO). We manage the Grass Lake watershed, which is a 5,518- <br />acre (8.6 square miles) area within the cities of Roseville and Shoreview in Ramsey County. <br />Our organization was formed when the cities of Roseville and Shoreview executed a joint <br />powers agreement on December 27, 1983, in response to the Metropolitan Surface Water <br />Management Act. This agreement gave us the authority to address the problems of increased <br />flooding and degraded water quality in the watershed. The legal roles, responsibilities, and <br />powers of our organization are outlined in Minnesota Statute 103B and the joint powers <br />agreement. <br />The GLWMO's main responsibilities include public education, lake water quality management, <br />evaluation and accountability, and policy-making. The GLWMO has several overall watershed <br />management purposes, including managing intercommunity storm water runoff, protecting and <br />preserving water resources, establishing policies for water resource management, preventing soil <br />erosion, promoting groundwater recharge, protecting and enhancing wildlife habitat and water <br />recreation, all while minimizing public capital expenditures. <br />
