Touch on possible solutions <br />or additional investigation. <br />Recent high water levels in Grass, West Vadnais, and Black Tern lakes and wetlands <br />adjacent to I-694 reflect climatic patterns and groundwater influences rather than the <br />effect of recent development activity in their watersheds. <br />Construction of I-694 in the 1960's eliminated tree natural flow pathway from W. Vadnais <br />to the wetland between Vadnais Blvd. and I-694, then to Black Tern Lake and on to <br />County Ditch 16. <br />The new outlet control level for Black Tern Lake was set by the DNR, originally 1.5 feet <br />higher than the elevation negotiated by R-WMWD. 'This level is an obstacle to restoring <br />the natural W. Vadnais flow path. <br />A 1990 GLWMO report (Level Control Plan, April 19, 1990) indicates a connection <br />between the wetland south of Vadnais Blvd. and I-694, adjacent to the mobile home park, <br />to Twin Lake. Apparently, this outlet is not functioning. Cliff expressed concern with <br />opening the connection to Twin Lake due to the impact of increased water level and <br />water quality concerns. The existing outflow elevation for Twin Lake is well above its <br />current elevation. FOLLOW-UP ACTIONS: After the meeting, Bob Johnson reviewed <br />aerial photos and spoke with the Vadnais Station operator. Bob also recalled his <br />participation in a 1970's elevation survey along the connection to Twin Lake. Bob and <br />Gary Cleper of County Public Works conducted a site visit and observed a shallow ditch <br />running southeasterly from the wetland and the open end of the 24" RCP which runs <br />through the trailer park. He could not find the southerly end of the RCP. He spoke with <br />the trailer park maintenance person. who told them there had been filling in the area <br />where the 24" outlet should have been located. There is a lift station in the low area of <br />the trailer park that pumps water to Twin Lake Blvd. and into Twin Lake. Bob <br />determined the plat of Twin Lake Pines in the plat book lists the water elevation of Twin <br />\projects\W. Vadnais <br />
