Monthly Enforcement Report <br />No violation notices were issued during February. <br />Ongoing enforcement issue--damaged wetland at Tartan High School (Permit #02-09). The permit holder's <br />consultant has requested to meet with District staff on March 10, at which time alternative bids for wetland <br />restoration will be discussed. It is hoped that this meeting will result in a formal restoration plan and an early <br />spring timeline for completion. <br />Amendment to Permit 03-08; Schmelz Countryside VW Expansion -Maplewood <br />The Board originally approved this permit on February 5, 2003, for expansion of their parking lot and <br />construction of an on-site stormwater treatment pond. They are now proposing to replace the stormwater pond <br />with a pervious paving system which does not create runoff and allows the owner to maximize the use of his <br />site. William McCully of Glenn Rehbein Companies is requesting, on behalf of his client, District cost-share <br />funding through the Water Quality Incentive Grant Program due to the unique, innovative, and <br />enviromnentally responsible nature of the proposal. <br />Discussion was held on issues to be addressed in a potential contract between the District and the applicant in <br />the event that the parties agree to a cost-share arrangement: <br />® District access to property and to use as a demonstration site <br />® District to undertake a monitoring program and prepare a report after one year <br />® Owner to be responsible for maintaining the system in accordance with manufacturer's <br />recommendations <br />• Clarify responsibility for repair of a system that fails within a specified period of time <br />Motion: Paul Ellefson moved, Jack Frost seconded, to authorize staff to issue an amended Permit #03-08 for a <br />parking lot expansion that uses a pervious paving system, and to authorize staff to draw up a contract that sets <br />forth the responsibilities of the District and Schmelz Countryside VW in the event that the applicant is <br />agreeable to accept $20,000 from the Water Quality Incentive Grant Program to install this innovative system <br />on their property. Motion carried. <br />6. PROJECT STATUS REPORTS <br />CIP Maintenance/Repairs 2002 Project <br />Motion: Roger Lake moved, Paul Ellefson seconded, to approve Change Order #3 to the CIP Maint/Repairs <br />2002 Project, which represents a $5,207.41 increase in the contract price to furnish and install a riser section <br />on an existing manhole at the Owasso Basin Low Flow pipeline cleanout (Site 1), and to furnish and install <br />additional riprap at the Sod Farm basin (Site 4) and Tanners Wetland inlet channel (Site 10). Motion carried. <br />Battle Creek Tunnel Ins ection <br />Copies of the February 26, 2003, report entitled "Battle Creek Interceptor Inspection Report" had been <br />distributed to Board members prior to tonight's meeting. Overall, the interceptor system is in good condition. <br />Isolated areas needing future attention are listed in the conclusions and recommendations as Items A - D. <br />Item A discusses two areas of special interest between the outfall and Upper Afton Road. They appear to be in <br />the vicinity of sinkholes that developed. on the surface, which have required periodic maintenance in the past. <br />The inspection indicates that the condition of the pipe is not causing the sinkholes. It is a safety issue, <br />however, that District staff will pursue with the Ramsey County Parks Department to discuss responsibility for <br />repair. <br />Brad stated that the pipe repairs recommended in the report are scheduled to be done when flows are low in <br />early winter of 2003/2004. Managers needed more time to review the report, so it will be placed on the April <br />agenda for further discussion. <br />CII' Maintenance/Repairs 2003 Project <br />Holst Excavating began work as planned on week of February 24. <br />Suburban Avenue Pipeline Repair <br />Roger brought back to the table for discussion his suggestion at the March 6, 2002, Board meeting to <br />investigate the placement of regional sediment trap facilities that can be easily maintained to minimize the <br />amount of sand getting into Battle Creek ravine. Due to the amount of redevelopment occurring in this area, <br />he wanted to know if this concept is now being looked at again.
