for both the Ames Lake and the Sunray areas. A committee has been formed to look at all the Sunray area <br />issues (housing, traffic, water quality, etc.), and the District will be participating in that process which will <br />occur over the next year. Tina reported that the city has also placed a moratorium on building permits in the <br />Sunray area.. <br />Tanners Alum System Water Quality Monitoring and Permit Renewal Process <br />Bob asked for an explanation of why there is such a difference in aluminum values between the alum facility <br />outflow point and the Tanners Lake inlet point. Cliff will ask Keith Pilgrim at Barr Engineering to respond to <br />the question, but he did comment that aluminum does not tend to bio-accumulate. <br />Pam Skinner brought back to the table for discussion an idea to install a device at the outlet of the facility that <br />uses a binding agent to pull alum out of the system before it reaches the lake. Cliff will forward Pam's request <br />to Meg Rattei and Keith Pilgrim at Barr Engineering for consideration. He emphasized that the District's first <br />priority will be to focus on compliance with any re-permitting requirements. The current five-year permit has <br />expired, and the DNR has extended the permit to December 31, 2003, to allow time for the District to <br />complete their report and to submit it to DNR for review. <br />Cliff alerted the Board to a new issue that came up when measurements were taken of the bottom of the <br />treatment facility pond. A layer of suspended floc was found in the pond, which is clearly visible but not <br />solid. This layer is approximately 5 feet below the surface of the pond. Samples are currently being analyzed <br />for content. Further research is being done to determine if it can be removed and whether it contributed to last <br />year's reduced system performance. <br />7. ADMINISTRATOR'SREPQRT <br />BWSR Bud eg t Impacts <br />Cliff reported that budget cuts at BWSR do not presently affect the District. There is a possibility that the <br />market value credit could be eliminated, which represents about $100,000 to the District, normally payable in <br />December. This amount represents roughly 3 percent of our budget. <br />West Nile Virus Concerns <br />Discussion was held on the West Nile Virus information provided as it affects stormwater management <br />agencies throughout the country. Cliff and Bill Bartodziej will be working on preparing a position paper on <br />how the District will address the concerns. <br />County Road D Protect and Kohlman Basin Flood Control Berm Construction <br />Discussion was held on the planned construction of a new section of County Road D to provide access to the <br />Maplewood Mall from Highway 61. Cliff was involved in part of the environmental review process that <br />originally studied six alternative routes. The preferred. alignment will run on top of the District's flood control <br />berm on the north side of the Country View Golf Course. The District's berm is not designed to support a <br />roadway and would be replaced with a structural fill for the roadway. <br />The District's costs to-date on the berm, as summarized by Earl Bancroft, were provided in the Board packet <br />materials. Cliff reported that as part of the 2003 CIP Maintenance/Repairs Project, the berm is scheduled for a <br />one-foot lift this winter. This will still need to be done since the road won't exist for at least another year; <br />however, future maintenance costs for the berm would be eliminated. <br />8. TREASURERS REPORT AND BILL LIST <br />Motion: Bob Johnson moved, Roger Lake seconded, to approve the Bill List and also the Supplemental Bill <br />List for March 5, 2003. Motion carried. <br />9. SPECIAL ORDERS <br />Well Sealing Resolution No 03-04 <br />Motion: Jack Frost moved, Bob Johnson seconded, to adopt Resolution No. 03-04 to approve cost share <br />funding for one well sealing program application.
