CALL TO ORDER <br />The meeting was called to order by President Lake at 6:30 p.m. <br />2. APPROVAL OF 1VIINUTES <br />Motion: Moved by Jack Frost, seconded by Bob Johnson, to approve the minutes of the November 6, 2002, <br />regular meeting. The motion carried. <br />3. APPROVAL OF AGENDA <br />Roger announced the addition of Special Order Item 7D (Resolution 02-16) to adjust the 2002 budget. Cliff <br />Aichinger added that the resolution numbers for Special Order Items 7A and 7B should be corrected to <br />indicate "02-14" for Well Sealing Cost-Share Grant Approvals and "02-15" for FY2003 Final Budget and <br />Levy Approval. <br />Motion: Bob Johnson moved, Roger Lake seconded, to approve the agenda as revised. Motion carried. <br />4. PERMIT APPLICATIONS <br />Permit 02-57; Oak Bluff 2"d Addition - St. Paul <br />This site will require critical erosion measures due to steep slopes. The city is holding a large cash escrow, <br />and District staff will cooperate with the city during the inspection phase to assure that the site is under control <br />at all times. <br />Roger asked for clarification on which lots are affected by Special Provision #3, which requires the drainage to <br />flow to Highwood Avenue. Bob wanted to know who will be responsible for the terms of the permit when two <br />contractors will be building homes as the lots are sold. Jack wanted to know how the applicant will comply <br />with Special Provision #l, which requires pretreatment of stormwater before it enters a "Manage 1"wetland <br />complex downstream. <br />Motion: Roger Lake moved, seconded by Bob Johnson, to table action on Permit No. 02-57 until the applicant <br />can address the issues concerning pretreatment before discharge into wetlands and the sufficiency of the <br />drainage plan on Highwood Avenue. Motion carried. <br />
