Discussion was held on staff's biggest concern involving the $15,000 portion of the contract for Native <br />Seeding and Weed Free Mulching that was completed outside the seeding timeframe. Bill Bartodziej <br />stated that seed germination is viable in the spring, and staff is relying on the disked-in mulch to hold the <br />site until then. John stated that their subcontractor provides athree-year guarantee on their seeding <br />work. Although John plans to complete the project on November 22, he is prepared to do spot repairs <br />and seeding/mulching repairs next spring. Cliff felt that any extra costs incurred by the District are more <br />than made up by Rehbein's additional costs to complete the job properly and to guarantee the seeding. <br />He is satisfied that the District will receive added value as a result. <br />The Board agreed to the contract extension, but Tracey asked to review the seeding contractor's written <br />guarantee first. If not satisfactory, she will recommend that the District's retainage reflect an amount <br />equal to the seeding cost in order to minimize the risk to the District. <br />Proposed CIP 1`~~Iaintenance/Repairs 2003 Project <br />Brad handed out the list of nine proposed sites and cost estimate dated 11/05/02: <br />Site 1: Owasso Basin Overflow Structure Channel Protection - $4,650 <br />Stabilize the pipe, constructed in 1990, through Country Drive near I-35E and I-694. <br />Site 2: Kohlman Basin Berm and Weir Maintenance $52,200 <br />Additional fill needs added to the berm and other areas. A third section of the weir needs to be <br />redone to control duckweed. The second section of the same weir was scheduled as part of the <br />CIP Maintenance/Repairs 2002 Project but was delayed until January 2003. Staff plans to drop <br />that item from the 2002 Maintenance/Repairs contract and add it to the 2003 project instead. <br />Site 3: Sod Fann Channel Cleanout - $3,250 <br />Site 4: Lake Phalen/Keller Dam/Footbridge $39,500 <br />The shoreline of the channel is eroding due to its use by shore fishers and as a canoe portage. <br />The rip rap that used to exist is gone. Brad showed a photo as an example of a site that uses <br />larger limestone blocks that are shaped for sitting or standing on. Since this site is Ramsey <br />County Open Space, staff proposes to present project design and cost information to Ramsey <br />County in the hopes that they will agree to cost-share with the District on this project. <br />Site 5: Lake Phalen Control Structures - $450 <br />Handrail spot welding. <br />Site 6: Tanner Alum Facility - $3,500 <br />Annual cleanout of sump manhole and alum injection manhole. <br />Site 7: Tartan High School - $3,500 <br />Manhole maintenance. The first connection below the top of the control structure needs to be <br />sealed to maintain the proper pond level. <br />Site 8: Lower Afton Road Drainageway $15,750 <br />Channel slope erosion repair at Winthrop. Staff suspects this site may be generating a lot of <br />the sediment load in the Battle Creek channel downstream. <br />Site 9: Fish Creek Annual Sediment Excavation - $6,450 <br />Near I-494 and Henry Place. <br />Construction costs for Sites 1 - 9 are estimated at $129,250.
