Cliff stated that the changes are necessary, and he will make adjustments to the budget in <br />time for final budget certification in December. <br />Battle Creek Lake Area Water Management Project (ABI site) <br />Motion: Roger Lake moved, Jack Frost seconded, to approve Change Order #3 to the Battle Creek Lake <br />Area Water Management Project, which represents a $756.80 increase in the contract price for the <br />furnishing and installation of 180 square yards of mulch blanket. Motion carried. <br />Carver Subwatershed Infiltration Study <br />Cliff reported that staff has collected new information on porous asphalt from the annual Water <br />Resources Conference. He and Earl Bancroft from Barr have also registered to attend a pervious <br />pavement workshop scheduled for November 22. <br />Willow Creek (County Ditch 18) <br />MnDOT is now in the final design stage and has requested District staff comments on their construction <br />plans for pipeline replacement underneath Highway 61 in the vicinity of the Buerkle Honda dealership. <br />MnDOT has scheduled the pipeline replacement for early 2003, and the District's drainage improvement <br />project on the property to the north of the existing dealership will occur soon thereafter. This is the last <br />section of County Ditch 18 improvements that needs to be done. A meeting is being planned to pursue a <br />collaborative project between the District, the City of Vadnais Heights, and the Buerkle dealership, <br />which will incorporate Buerkle's expansion plans, possible alternative stormwater BMPs for the site, <br />and the District's county ditch improvements. <br />7. ADMINISTRATOR'S REPORT <br />Barr En~ineerin~ Bill Audit <br />Brad reported that the annual examination of Barr's engineering bills took place on November 5. <br />Watershed District Cargo Van Request <br />Board members received a written justification of need for the purchase of a used cargo van to be used <br />for Education Program activities. Surplus funds in this year's budget were found to purchase the vehicle <br />for an estimated $8,000. No objections were voiced by the Board, and staff will proceed with the <br />selection and purchase. <br />Additional Information Items <br />September 2002 Minnegram (UofM Water Resources Center): Discussion was held on an article <br />entitled "University commission recommends building on environmental st_rPngths." Roger commented <br />that the University of Minnesota and the MAWD Watershed Research Program (as proposed by the <br />District to the MAWD Policy/Resolutions Committee last month) could be a good collaboration. <br />8. TREASURERS REPORT AND BILL LIST <br />Motion: Bob Johnson moved, Roger Lake seconded, to approve the Bill List and also the Supplemental <br />Bill List for November 6, 2002. Motion carried. <br />9. SPECIAL ORDERS <br />Weli Sealing Resolution No. 02-12 <br />Motion: Paul Ellefson moved, Bob Johnson seconded, to adopt Resolution No. 02-12 to approve cost <br />share funding for 16 well sealing program applications. Motion carved. <br />Fiscal Year 2002 Audit Services Agreement <br />Motion: Roger Lake moved, Bob Johnson seconded, to authorize the execution of an audit agreement <br />with HLB Tautges Redpath to conduct an audit of the District's records for the year ending <br />December 31, 2002, at a cost not to exceed $6,875.
