Budget Adjustment <br />Motion: Paul Ellefson moved, Roger Lake seconded, to approve Resolution No. 02-13 to authorize the <br />transfer $120,000 from the Beltline Outlet Project Fund to the Tanners Lake Flood Protection Project <br />Fund to fund the acquisition and improvement of the Rabine property at 436 Glenbrook Avenue North <br />in Oakdale. Motion carried. <br />Oliveira Propert~quisition <br />Tracey has reviewed the information presented by Marcio Oliveira at last month's meeting, and she has <br />obtained Bill Schwab's opinion dated October 15, 2002, on the value of the two lots in Lake Park 3ra <br />Addition to Oakdale. Staff recommendations include the following three options: <br />• Accept Mr. Oliveira's last offer (email dated October 30, 2002) to purchase both lots for <br />$32,500, with an equal amount provided by the District in the form of a certificate of donation. <br />• Make counter offer of $25,000, based on Bill Schwab's appraised value. <br />• Make counter offer of $25,000, plus an equal amount in a certificate of donation. <br />Cliff stated that the District's plans for the lots would be to let them remain natural. He also felt that the <br />District should do a land exchange with the adjacent landowner so that the District can obtain fee <br />ownership for access to their weir, which would take the place of an existing access easement. <br />Motion: Paul Ellefson moved, Bob Johnson seconded, to authorize staff to present an offer to purchase <br />the Oliveira property for $25,000 in cash, plus a certificate of donation in the amount of $57,000, which <br />together represents the total value established by Marcio Oliveira's appraisal submitted October 2, 2002. <br />Motion carried. <br />10.
