Natural Resources Update <br />Tamarack Swam: In addition to the updates provided in the Project Status Report, most District staff were busy on <br />Tuesday, planting 225 tamarack trees, with another batch to be planted on Thursday. Julie Vigness-Pint reported <br />that the seeds for the trees planted came from the existing tamaracks in the swamp. <br />6. PUBLIC HEARING ON PROPOSED FY2003 GENERAL FUND AND CIB BUDGET <br />The hearing was opened by President Roger Lake at 8:06 p.m. Tracey stated that the public hearing was properly <br />published in the District's legal newspapers. Cliff stated that he has not received any comments by mail or phone <br />relative to the proposed budget. No one was present to make comments. President Lake declared the hearing closed <br />at 8:07 p.m. Board action to finalize the budget is scheduled for December 4. <br />7. PROPERTY ACQUISITION PROPOSAL -NIARCIO OLIVEIRA <br />Last month, the Board accepted Marcio Oliveira's offer to sell to the District Lots 7 and 8, Block 3, Lake Park Third <br />Addition to Oakdale (1.66 acres) for the price of $20,000. Mr. Oliveira was present to discuss the appraised value of <br />the property, which changed his selling price. Cliff stated that the District's interest is limited Co securing public <br />ownership for the entire wetland, with the remainder existing on these two lots. <br />Mr. Oliveira presented three options for the Board to consider if they were to purchase both lots. One option <br />proposes trading 25 feet with the owner of Lot 6 which would, in effect, take the place of the existing easement held <br />by the District for access to their permeable weir on the north side of the wetland. All options focus on his <br />contention that two buildable lots exist on this property if subdivided, and the sale of the buildable lots would pay for <br />the cost of the lowland that the District wants. <br />Tracey Galowitz will review the information presented, and arrange for an inspection and appraisal. The Board <br />agreed to communicate by e-mail if a decision must be made prior to next month's meeting. <br />PROJECT STATUS REPORTS, continued <br />Education Report <br />This is the first monthly status report on the implementation of the "six tracks" of the Education Program and haw <br />each staff member participates in this effort: <br />• Schools and Youth <br />• City Education <br />• Developers <br />• Environmental Educators <br />• Natural Resource Management Public Involvement <br />• General Public Education <br />Roger discussed the educational objective "to protect resources at construction sites," which he viewed as an <br />enforcement issue rather than an educational issue. Cliff considered the District's permit inspection process and our <br />dealings with engineers and developers as an educational effort to increase their understanding and willingness to <br />respond to specific on-site concerns. Louise also noted that she and Tina Carstens will be designing next year's <br />E-Team workshop to focus on enforcement issues versus city policy issues. <br />Roger also announced that Ron Struss, BWSR Water Resources Educator, will attend the January 2003 Metro <br />MAWD meeting. He will discuss the development of the League of Minnesota Cities' education program and <br />guidebook that is geared towards compliance with NPDES Phase 2. Cliff added that each city in our District must <br />submit a Stonnwater Pollution Prevention Plan to MPCA by March 10, 2003 and receive afive-year permit. <br />Louise Watson also invited Board members to attend an October 5 event to unveil the Ames Lake interpretive <br />displays that were created by Farnsworth School students. <br />8. ADMINISTRATOR'S REPORT <br />Meetings Attended <br />Jack Frost asked for a report on the September 30 meeting held with the cities of Oakdale, Woodbury, and North <br />St. Paul on NPDES Phase 2. Cliff stated that the purpose of the meeting was to determine the level of cooperation <br />between the organizations. He felt the meeting went well and was a good start.
