-~ December 2005 I rt South Owasso oulevar Water uality Improvements Wetland Permit Application Prepared for City of Roseville 1.0 Introduction This wetland permit application has been prepared to describe the proposed reconstruction and realignment of South. Owasso Boulevard and associated water quality improvements in Roseville, Minnesota. The project described herein includes reconstruction and realignment of a segment of South Owasso Boulevard between Marion Street and Matilda Street. The associated water quality improvements are proposed to treat currently untreated urban runoff from the adjacent residential neighborhood. _ The demonstration of wetland impact avoidance and minimization in this application follows the sequencing process of the Minnesota Wetland Conservation Act (WCA) of 1991 and the Federal Clean Water Act. These procedures require that projects that may result in the draining or filling of wetland habitat should demonstrate avoidance and minimization of such ,~ impacts. - The proposed project will result in a minor amount of fill in a small, isolated wetland basin for construction of the realigned roadway and the associated trail and excavation of wetland habitat for the construction of the storm water treatment ponds. All of the proposed excavation is below the Ordinary High Water (OHW) elevation of a Minnesota Department of Natural Resources Protected Water Wetland adjacent to Lake Owasso (62-137W). All of the wetland fill for the roadway and trail is outside of MNDNR Protected Waters. This Wetland Permit Application is a request for the following a pernuts: • Replacement Plan approval under the Wetland Conservation Act • Minnesota Department of Natural Resources - Pernut to Work in the Bed of a Protected Water • U.S. Army Corps of Engineers, Clean Water Act Section 404 General Permit - GP-01-MN.
