1.1 Background <br />The City of Roseville is planning the realignment and reconstruction of <br />South Owasso Boulevard from Dale Street to Rice Street as shown on <br />Figure 1. This Wetland Permit Application is submitted with respect to the <br />roadway segment between Marion Street and Matilda Street as shown on <br />_ Figure 2. This is the segment that will be realigned and the portion for which <br />stormwater treatment improvements are proposed. Further description of the <br />_, roadway realignment and associated water quality improvements follows <br />below. <br />~4 <br />The segment of South Owasso Boulevard between Marion and Matilda is <br />located in the Northeast'/a of Township 29 North, Range 23 West, Section 1. <br />.~ This segment, on the existing alignment, is located south of Lake Owasso as <br />shown on Figure 2. It bisects the southern portion of Ladyslipper Park, an <br />' undeveloped City Park. <br />`~ Ramsey County turned back South Owasso Boulevard to the responsibility of <br />_,~ the City of Roseville in 1996. When under the jurisdiction of Ramsey <br />County, the roadway ranked low in priority for reconstruction because of low <br />traffic volumes in comparison to other County roadways and received only <br />minor maintenance. <br />Since the turn back to the City of Roseville, the roadway has been included <br />dt in the City's ongoing Pavement Management Program, which rates street <br />- n conditions as "adequate" (56-100), "marginal" (36-55), or "problem" (0-35). <br />The rating on South Owasso Boulevard ranges between 0 and 48, which puts <br />~' it into the "problem" category. As such, it ranks highly on the City's priority <br />for improvement. <br />The public process for the street reconstruction began in March 2004 with <br />presentation of the proposed project and discussion of design. alternatives at a <br />Neighborhood Open House. Since that time, the City has held six additional <br />informational meetings regarding the roadway reconstruction and <br />Ladyslipper Park. <br />Discussion with residents about their concerns resulted in consideration of <br />changing the alignment of the roadway to provide for traffic calming, on- <br />street parking, and safe pedestrian. movements in the area around Ladyslipper <br />Park. The proposed project also identified two secondary opportunities. One <br />is the need to consider a plan for future development and use of Ladyslipper <br />Park. The second is the opportunity to provide treatment of stormwater <br />runoff that currently discharges into the large wetland complex immediately <br />north of South Owasso Boulevard. <br />1.1.1 Ladyslipper Park <br />The realignment of the roadway in the vicinity of Ladyslipper Park prompted <br />interest in discussion about the ultimate development and use of the park <br />area. Ladyslipper Park includes city-owned property both north and south of <br />South Owasso Boulevard as shown on Figure 2. The City Parks and <br />Recreation Department implemented additional neighborhood involvement <br />anal developed a Park Master Plan for Ladyslipper Park.
