7. The City will encourage participation by the City of Roseville. Shoreview <br />and Roseville have entered into a 3oint Powers Agreement to regulate surface <br />water use on Lake Owasso. About half of the area of the lake lies within each <br />city. The City contribution for Lake Owasso will be based on not more than <br />50% of the expenses incurred by the HOA, thus reflecting the portion of the <br />lake within the City. <br />8. PARTICIPATION DETAILS <br />a. The financial contribution of the City will be made after the fact <br />and will be based on submittal of reports, applications, paid <br />receipts and permits. The City will commit in advance to funding <br />for development of a lake management and/or funding for a <br />survey/assessment of invasive plant species. <br />b. The amounts noted below are maximums per lake. City funding <br />will be disbursed based on the indicated priorities. <br />1. Funding management planning shall be the first. priority <br />for City participation_ The City shall contribute one time <br />the lesser of $1,000 or 50% of the actual costs incurred in <br />developing a management plan. A copy of the final plan <br />and any subsequent amendments shall be filed with the <br />City. <br />2. Funding lake assessments/surveys shall be the second <br />priority for City participation. The City shall contribute <br />annually the lesser of $1,000 or 50% of the actual .costs <br />incurred in assessing potential interference from invasive <br />aquatic plants. This type of survey is typically required <br />to demonstrate the application of herbicide is necessary to <br />control these plant species and is usually conducted <br />before and after control measures. <br />3. Funding for ~ontr`ol activities, including permit <br />application fees, shall be the third priority for City <br />participation. The City shall contribute annually the <br />lesser of $350 or 50% of the actual costs for the DNR <br />permit application fee(s) for control of invasive aquatic <br />vegetation and the lesser of $750 or 50°10 of the actual <br />costs incurred for mechanical or chemical control of <br />invasive aquatic plants identified by assessment as <br />nuisance. <br />
