BWSR Metro Region is currently <br />following up with all WMOs/WDs to make sure <br />the requirements have been met for preceding <br />years. <br />Please refer to Minnesota Rules 8410.0150 for <br />more information pertaining to the Annual <br />Reporting Requirements. <br />Exploring governance options: Vadnais WMO <br />and Marine on St. Croix WMO are looking at <br />governance changes, including possible merges <br />with adjacent watershed districts. <br />THE TIME IS RIPE FOR INPUT TO <br />CITYlTOWNSHIP COMPREHENSIVE <br />PLANS: <br />All cities and townships within the Metro Area <br />are required to submit their updated <br />comprehensive plans to the Met Council by <br />2008. The comp plan is the vehicle in which <br />cities can and should communicate their <br />intentions regarding the roles and <br />responsibilities they will assume in specific <br />water management activities. This as an <br />excellent opportunity for WMOs/W Ds to: <br />• communicate the watershed's priority water <br />management issues to the city; <br />® articulate water management expectations of <br />the city; and <br />^ motivate the city to take advantage of <br />opportunities, establish requirements, etc. <br />that are afforded them via their authorities. <br />Met Council intends to communicate its <br />expectations for the plan content to cities this <br />summer, <br />PROTOCOL FOR COMMUNICATING <br />WETLAND BOUNDARY <br />DETERMINATIONS: <br />^ Delineation decisions must be made in <br />accordance with M.S. 15.99 if accompanied <br />by a request for a determination. If the LGU <br />has a Request for Delineation Decision form, <br />it must be used. If a form does not exist, a <br />cover letter or other communication is <br />sufficient. <br />^ Delineations do not require a notice of <br />application, although it is recommended. <br />^ The notice of decision must be mailed within <br />10 working days to the same people as <br />wetland replacement plans. <br />® Use of the WCA "Notice of Decision" form <br />(links to web site) is encouraged, however it is <br />not required (the form is on BWSR's website <br />under Wetlands/WCA manual). <br />• If technical staff concur with the delineation <br />but formal action by the LGU is deferred to a <br />later date (i.e. concurrent with replacement <br />plan decision), then that needs to be clearly <br />communicated. [However, if the delineation <br />submittal included a request for a boundary <br />determination, the timelines specified in M.S. <br />15.99 must be met]. <br />^ It an application for wetland boundary <br />determination is received outside the growing <br />season, the LGU may determine that <br />application incomplete until they are able to <br />verify the information contained in the <br />application during the growing season. <br />NPDES: NON-DEGRADATION & MS4: <br />The MPCA intends to issue a NPDES State <br />Disposal System General Permit under the <br />provisions of Minnesota Rules chapter <br />7001..0210 for discharges of stormwater <br />associated with Small Municipal Separate Storm <br />Sewer Systems (MS4s). BWSR will be <br />submitting comments regarding the proposed <br />ru{e amendments, and encourages LGUs to do <br />the same.
