<br />• <br />C <br />The Buffalo-Red River Watershed. District (BRRWD) <br />in northwestern Minnesota was the host watershed <br />district for the 2004 MAWD Summer Tour. Over 150 <br />watershed district managers and staff attended the <br />Summer Tour. <br />Originally formed in 1960, as the South Branch of the <br />Buffalo River Watershed District, its primary focus, <br />since inception, has been flood control for the Red River <br />Basin. Following the devastating 1975 summer flood, the <br />District was enlarged to form the current BRRWD. <br />The Carps of Engineers put a stop to work in the early <br />1990's to do a generic EIS, which found that large, on- <br />channel, gated structures were not environmentally <br />acceptable. <br />Watershed Districts in the region and permitting agen- <br />cies had reached an impasse regarding the development <br />of flood control. <br />In 1997, the Legislature urged formation of the Red <br />River Basin Flood Damage Reduction WorkGroup <br />(RRBFDRWG) to resolve grid lock over state/federal <br />permitting of flood damage reduction projects in the Red <br />River Basin. The resulting agreement was intended as <br />the frame work for a new, collaborative approach to <br />implementing both flood damage reduction and natural <br />resource protection and enhancement in a way that will <br />benefit all Minnesota's citizens. <br />Rep. Morrie Canning greeted Summer Tour <br />participants to the MAWD Summer Tour in <br />Moorhead. Rep. Canning discussed his <br />involvement with the BRRWD over the years <br />as mayor of Moorhead and in his present <br />position as a member of the House of <br />Representatives. He also presented an <br />overview of the just completed legislative <br />session. <br />projects among stakeholders, and a cooperative approach <br />to permitting those projects. <br />Projects visited during the tour included the South Dam <br />Rock Slope Fishway on the Red River, Improvements to <br />County Ditches No. 50, 41, and 47, Town of Oakport (flood <br />mitigation study), Hamden Slough National Wildlife Refuge, <br />Turtle Lake Outlet lake stabilization project, (MAWD <br />Project of the Year Award, 2002), Stoney Creek Detention, <br />Whiskey Creek Tributaries Water Resource Management <br />Project, and Clay County Ditch No. 53 Improvement. <br />e } <br />Ste <br />
