Kurt Deter and John Kolb, partners with Rieke Noonan Law Firm in St. Cloud <br />and Al Kean, chief engineer at B WSR will be the presenters. <br />Mr. Deter and Mr. Kolb's practice concentrates onwater-related issues, including drainage and wetland issues.
