The City of Shoreview is also the Local Governing Unit (LGU) for <br />the Grass Lake Water Management Organization, assigned to enforce the Wetland <br />Conservation Act (WCA). All grading activities adjacent to wetlands must follow WCA <br />rules.. To further review your grading permit application, the City needs the following <br />information: <br />A wetland delineation and report to ensure that this proposed work does not <br />encroach on a wetland area. The City will require the wetland. delineation <br />boundary be collected with a survey and placed on a grading plan. Wetland <br />delineation boundaries do not necessarily follow surface water boundaries. <br />Submission of a different vegetation establishment plan. Sod will not provide <br />roots deep enough on the proposed 1:1 slope to provide permanent stabilization of <br />the slope which could potentially fail or erode into the wetland. <br />A grading plan prepared by a licensed engineer or land surveyor in the State of <br />Minnesota that shows the wetland delineation boundary, proposed grading <br />contours with elevations, proposed erosion control, proposed establishment plan, <br />and retaining walls (if any proposed). All retaining walls over four feet in height <br />must be designed by a licensed engineer. <br />• $1,000.00 cash security to the City as a means of ensuring that the erosion control <br />stays installed and is functional until the site is established. The City will return <br />any remaining securities upon review of final stabilization. <br />• Retaining walls. are not permitted to be within drainage and utility easements. <br />
