Intr ucirt <br />Barr Engineering Company proposes to complete adiagnostic-feasibility study of Lake <br />Owasso water quality problems for the Grass Lake Water Management Organization <br />(WMO) using the Use Attainability Analysis (UAA) approach. A UAA is an outcome- <br />based evaluation and planning process that is designed to set achievable goals for water <br />quality and lake use, such as sw>lnmillg, fishing, or wildlife habitat. Through the process, <br />the WMO member cities, local residents, and other involved stakeholders will gain a <br />better understanding of lake processes and current lake conditions, deternline appropriate <br />water quality goals, and establish management practices for achieving those goals. <br />This approach is similar to the methods that we have used in our work for the Ramsey- <br />Washington-Metro Watershed District, Riley-Purgatory-Bluff Creek Watershed District, <br />Nine Mile Creek Watershed District and the Black Dog Water Management <br />Organization. Many of these UAAs have led to successful site-specific BMP <br />construction projects aimed at improving lake water quality and recreational use. <br />e r®~ess <br />A UAA involves seven basic steps that seek ways to obtain or maintain optimal water <br />quality conditions and to achieve beneficial uses. The basic procedure is problem <br />diagnosis, followed by the recommendation of alternative remedial measures. <br />I. Determine current and historical water quality conditions. <br />2. Set beneficial use goals. <br />3. Assess attainment or nonattainment for current watershed land-use conditions. <br />4. Estimate annual stonnwater runoff and phosphorus budgets to the lake. <br />5. Reconcile the hydrologic and phosphorus budgets to observed in-lake conditions <br />using a lake water quality model. <br />6. Using the lake model, assess likelihood of beneficial use attainment under <br />ultimate watershed land use conditions <br />7. If necessary, recommend feasible alternative remedial measures. <br />The deliverable outcome of this process (essentially an 8th step) is a Management <br />Alternatives Report that discusses the work that was conducted, results, discussion of <br />alternatives, and concept-level recommendations of remedial measures for the lake. <br />The total cost for complet>llg this entire scope of work is $68,610.
