Task 2e Set beneficial use ®als <br />Expected Cost: $1,150 <br />At the onset of any UAA process, it is important to get stakeholder input on the beneficial <br />use (water quality) goals that have been set for their lake. The existing water quality <br />goals for Lake Owasso will be reviewed during an initial meeting with the WMO anal <br />lake association. The goal of the meeting is to collect public input on desired beneficial <br />uses of the lake and water quality perceptions. This feedback can help the WMO decide <br />whether the existing water quality goals for the lake are still appropriate or if they should <br />be changed in light of public opinion. The MPCA's proposed lake total phosphorus <br />criteria (40 µg/L) will be taken into account in setting the beneficial use goals for the <br />lake. <br />Task 3e Assess attainment ®r n®nattain ent fir current <br />watershed land®use c®nditi®ns <br />Expected Cost: $350 <br />In this step, the current and historical water quality of the lake will be compared to the <br />beneficial goals set for them to assess whether or not these goals are met under current <br />watershed conditions. The MPCA's lake total phosphorus criteria will also be compared <br />to lake water quality conditions. <br />Task 4: Estimate annual run®~f and ph®sph®rus budgets f®r <br />Lake wass® <br />Expected Cost: $16,860 <br />An important part of the UAA process is the use of a water quality model that predicts <br />the amount of water and phosphorus that reach receiving water bodies via stonnwater <br />runoff under different watershed development and runoff management scenarios. Barr <br />proposes to use the P8 computer model (Program for Predictilig Polluting Particle <br />Passage through Pits, Puddles and Ponds; IEP, Inc. 1990) to simulate the quantity and <br />quality of the surface runoff entering Lake Owasso from the tributary watersheds. In the <br />past 10 years, P8 has gained wide acceptance for modeling runoff water quality (and <br />quantity), especially iu the upper Midwest. Both the MPCA and the ~uisconsin <br />Department of Natural Resources (WDNR) have funded e>~tiancements to P8.
