A significant challenge for the RWMWD is working and collaborating <br />with other entities that are required to balance water-related environmental <br />interests with other demanding interests (e.g., transportation, police and fire <br />protection, economic development, and human services). <br />The RWMWD seeks to implement the following effective organizational <br />management strategies: <br />The RWMWD will set short- and <br />long-term goals through ongoing strategic planning and preparation of the <br />Watershed Management Plan. The board will establish and maintain program <br />and project priorities, approve an annual plan and budget, and ensure the District <br />remains accountable to the people it serves. Board members will provide for <br />the continued growth of the District through board education, succession of <br />positions, and maintenance of the district charter, bylaws, and mission statement. <br />RWMWD board and staff will ensure the financial solvency and accountability <br />of the District and the efficient and effective use of funds. In addition, the District <br />will comply with all legal standards and requirements. <br />- ~°~~®The District will develop and implement <br />methods for measuring, tracking, and reporting progress and will practice <br />adaptive management of all programs. The RWMWD will continue to sponsor <br />research projects or collaborate with organizations and agencies to address <br />resource management questions and methods in order to apply methods and <br />procedures that are confirmed through existing research or accepted BMPs. <br />;--To <br />continue the District's history of retaining highly qualified staff, the RWMWD <br />will maintain competitive salaries and benefits, foster a healthy working <br />environment,. and provide opportunities for professional growth. The District's <br />leadership will hire staff and delegate authority to eary out district goals. <br />The RWMWD will provide and <br />maintain necessary equipment and current technology to effectively manage <br />information and processes. <br />The RWMWD board and staff will maintain a service-oriented, fair-minded, <br />and courteous approach in all District business.
