Chair Majerus introduced the McCarron Study and requested Executive Director Cathy Bennett provide a verbal summary of the proposed Study. Cathy Bennett explained the background of the Study. She explained the partners and proposed study area. Chair Majerus explained the reasons for the number of active partners. Diane Hilton said she has talked extensively with the Watershed about relocation of the pond (negative response). The Watershed as a public agency will be involved. She encouraged incorporating the Watershed studies in this Study, as well as studies of the armory and its future. Pastor Carlson explained his interest in the site and conversations with Dennis Guptil. Member Kelsey said the HRA should support the Master Planning and recommended that Gyptel keep up the site without further corrective action. Ms. Hilton asked if the Church should be an active partner and whether neighbors south of McCarron’s Blvd should also be partners. The Association wants to be a participant. The next meeting is October 22 at the B-Dale Club. Chair Majerus thanked the Association for attending. George Johnson recommended strong commitment from the Armory. Dwayne Hokabolz suggested involvement along Rice Street. The Study should involve the City of Maplewood and the bus garage as well as H & Z, regarding screening. Motion: Member Marks moved, seconded by Member Millasovich, to recommend to the City Council the initiation of a McCarron’s Neighborhood Study beginning in October 2003 as a way to resolve the development issue at 185 N. McCarrons Blvd and identify the impacts in the surrounding neighborhood. Ayes: 4 Nays: 0 Motion carried 4-0. Executive Director Cathy Bennett explained progress on the purchase agreement with United. If significant issues, the staff will return in October. The staff has worked by on a contract with GMHC which was explained by Ms Bennett. She explained the HRA second mortgage and first right of refusal to purchase.
