Four designs will be ready for review in October by the HRA. <br />Cathy Bennett explained a survey was sent to Police and Fire personnel regarding demand for <br />affordable workforce housing. <br />Executive Director Cathy Bennett also explained that proceeds from Arona; $94,000 will be <br />transferred to the HRA by the City for purchase of the five lots. <br />Member Millasovich asked if the Fire and Police should be located in and working for the City. <br />Member Kelsey asked if the second mortgage for housing could be $50K or greater than that. <br />Member Kelsey asked how the County will allow for targeting to specific groups and incomes. <br />HRA will talk to HRA attorney regarding targeting. <br />Member Marks noted that this type of housing has been done throughout. <br />Ex. Dir. Cathy Bennett explained that the school districts are very open with working with the <br />HRA to attract young teachers and teachers of color to the community. <br />a.Status of Multi Family Study. <br />Community Development Director Dennis Welsch presented an overview of the project <br />and the products of the M.F. Study. <br />b.Introduction of Affordable Workforce Housing Standards <br />Ex. Dir. Cathy Bennett updated the HRA on the work done to date. She explained that more <br />projects will be opportunities in the future. The HRA will have to define "Affordable Workforce: <br />housing. How are the HRA and developers assured that there is linkage (senior to workforce); <br />can park dedication be used as an inactive and other topics will be brought back to the HRA <br />Board. <br />Board Member Reports <br />10. <br />a.Board Members exchanged comments on affordable housing. <br />b.Chairman Report on HRA Budget and Levy Request for 2004 <br />Chair Majerus explained that: <br />$200,000 preliminary levy set by Council on September 15, 2003 <br />? <br />Reduced Budget prepared – less $ for multi family program, less for FTHB <br />? <br />program due to Ramsey County Funds <br />Suggest joint meeting of the HRA and the Council in October/November prior to <br />? <br />certifying the final levy <br />As a gesture of collaboration with the Council establish a policy statement that the <br />? <br />HRA will seek Council input prior to purchasing property in the City for housing <br />purposes. <br />Member Kelsey asked if there could be a Council member who is a liaison to the HRA <br />Board. Ex. Dir.
