The contractor for the project will be the GMHC. Ramsey County provided
$191,000 for the project on Lots 1, 2 and 4. These lots will have Ramsey County income limits.
The designs have been proposed by GMHC (2 for corners and 4 for interior lots). Lots 3 and 6
are owned by Habitat for Humanity. She explained the role of the review panel for the designs.
The size and design criteria were coordinated with the Applewood Pointe design concepts. A
general discussion of the design ensued. Plan ā€œCā€ was agreed to by consensus being charming
and less dominated by the garage in front. A front roof extension makes the entrance seem
minimal. Bill Buelow of GMHC explained that a side sitting area may be proposed. Landscaping
is minimal in the design but may be expanded. The budget for these housing units will be based
on an s.f. cost ā€“ approximately $90/s.f. Member Kelsey encouraged proven, but newer
construction techniques. Member Scheunemann discussed and encouraged poured-in-form
concrete basement walls with R-35 walls. (Habitat has used this construction method).

On the interior lots staff recommended from A, E, F, D, plans A and E. Plan A needs either a
rear bay window or deck and a mudroom. Pillars are to match Applewood. Plan E is an option
that shows a four bedroom house. Member Kelsey preferred Plan F for the first floor variety; the
http://archive.ci.roseville.mn.us/council/hra/minutes/2004/hram040120.htm4/16/2010
