Assessment and Assistance <br />Based on the authorizing legislation and the nine principles, we have designed a preliminary program that <br />includes both annua[ and less frequent performance reviews, assistance to correct deficiencies, and corrective <br />actions for persistently underperforming LGUs. In reviewing performance, we will look at how well each LGU <br />accomplishes the land and water management goals in its own local plan. Performance review will examine four <br />key competencies using performance standards designed for the unique characteristics and responsibilities of the <br />four tvpes of LGUs: <br />• administration, <br />• plamling, <br />• plan execution, and <br />• coordination/communication. <br />Based on the performance review, we will classify LGUs using amulti-track system to determine the level of <br />assistance needed. While BWSR's assistance capacity is limited by available program funds at this time, a variety <br />of training, consulting, organizational development and mediation services could be available to address the <br />specific needs of ar. LGU. In addition, we :will also be looking for opportunities to recognize high performance. <br />Reporting <br />The statute charges BWSR with two program reporting tasks. The first is to post the results of LGU performance <br />reviews on the agency's website for public information and accountability purposes. The second is to provide an <br />annual report to the legislature summarizing the program's results. Our intent is not to highlight local <br />governments' deficiencies but rather to help local water management authorities deliver services and results in an <br />effective and efficient manner. <br />For More Information <br />As we develop the program develop during the next several months, you can expect to receive additional <br />information and requests for performance assessment data.
