MINNESOTA BOARD OF WATER AND SOIL RESOURCES
Local ater anageent Performance Review and
Assistance Program
®re rind les
1. Pre-emptive - so that problems are identified and diagnosed early
(relying only on annual reports and 10-year planning intervals is not
enough).
2. Systematic -thorough, consistent and expected so that local
governments can be prepared.
3. Constructive -recognizes uniqueness, charts a path for those
needing help to get better, and showcases successes.
4. Consequences -that are proportionate to the uncorrected
deficiencies... and rewards that acknowledge high performance.
5. Transparent -allowing for greater public awareness and
participation.
6. Local Ownership and Autonomy -must be retained, even when
the State does not fully agree with decisions.
7. Proportionate Expectations -comparisons are inevitable but
need to acknowledge capacity and budget variables.
8. Preserve the state/local partnership -where the State provides
training, resources, and oversight as a partnership package.
9. "More Better" on-the-ground conservation -oversight must add
value to conservation and clean water outcomes, not become an
outcome unto itself.
Advisory Team Members:
Barbara Haake- Rice Creek WD
Kevin Bigalke -Nine Mile Ck WD
Tom Ebnet -Thirty Lakes WD
Ray Bohn - MAWD
Kathryn Kelly -Renville SWCD
Kevin Ostermann- MACDE/Nicollet SWCD
Sheila Vanney - MASWCD
An nalee Garletz -AMC
Louis Jambois - AMM
Steve Woods -BWSR
Brian Dwight -BWSR
Dave Peterson -BWSR
Tim Koehler - NRCS
