Pre-emptive - so that problems are identified and diagnosed early <br />(relying only on annual reports and 10-year planning intervals is not <br />enough). <br />2. Systematic -thorough, consistent and expected so that local <br />governments can be prepared. <br />3. Constructive -recognizes uniqueness, charts a path for those <br />needing help to get better, and showcases successes. <br />4. Consequences -that are proportionate to the uncorrected <br />deficiencies... and rewards that acknowledge high performance. <br />5. Transparent -allowing for greater public awareness and <br />participation. <br />6. Local Ownership and Autonomy -must be retained, even when <br />the State does not fully agree with decisions. <br />7. Proportionate Expectations -comparisons are inevitable but <br />need to acknowledge capacity and budget variables. <br />8. Preserve the state/local partnership -where the State provides <br />training, resources, and oversight as a partnership package. <br />9.
