Eckman moved to fund the education program, Minnesota Water -Let's Keep It
Clean" in the amount of $2,000, for 2008. DeZellar seconded.
Ayes - 3 Nays - 1 (Mogg).
D-2. Lake Owasso Water Quality Update
Scott Sobiech, Barr Engineering reported that ten sediment cores were collected at
a 10-centimeter depth, evenly distributed throughout Lake Owasso. The analysis
showed phosphorous in the sediment mostly in the upper three to four centimeters
of water. However, the level of phosphorous is lower than expected. It was
surprising to find a significant amount of organic material bound with the
phosphorous that is coming from algae. The report. will include analyses of
different scenarios, BMPs and climatic conditions.
Stark expressed his concern about collecting samples only one year and asked if
samples would be collected next year. Mr. Maloney agreed. that with phosphorous
in the core samples, it would be good to know if there is a difference from one
year to the next.
Mr. Sobiech stated that if more data is needed, more samples will be taken. He
hopes to have a draft report on the organic material by the January Board meeting.
It was the consensus of the Board for Mr. Sobiech to send the letter to Mark right
away. It will also be included in the draft report.
Eckman emphasized the need to keep the promise to residents who participated in
the survey of informing them of results. Mr. Maloney suggested that a summary
be put on the website with the opportunity for homeowners and anyone who uses
the lake to give input.
Mogg requested that the Lake Owasso study include all. inlets to the lake with
references in the report that identifies each inlet on the survey so it can be
determined which are not incorporated into the study.
Mr. Sobiech stated that the majority of inlet pipes come from sump pumps. Mr.
Maloney noted that same of those sump pumps may not be in compliance with
City regulations. He agreed that all inlets need to be identified in the study, as the
Board needs to know which pipes are public to be addressed.
D-3. Update on Ramsey/Washington
Mr. Aichinger reported that two press releases were sent out from Shoreview for
the Lake Owasso study.
