City of Roseville - Housing & Redevelopment Authority Meeting Minutes for September ...Page 2 of 3 <br />Motion: Member Marks moved, seconded by Member Scheunemann, to approve the <br />consent agenda items 6.a. – 6.b. as presented. <br /> <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried <br /> <br />Action Items <br />7. <br /> <br />a) Adoption of HRA Work Plan for 2004 (HF0017). <br /> <br /> <br />Cathy Bennett explained the action steps from 2003 from which a detailed work program was <br />initiated. She explained future deadlines and actions and how the Work Plan will be evaluated. <br /> <br />Member Hermes asked about the senior housing regeneration program. Cathy Bennett <br />explained the process of buying, fixing and selling the home. The sale is a voluntary program <br />that is administered by Greater Metropolitan Housing Corporation, a non-profit housing <br />company. The program is funded in part by the Metropolitan Council, Ramsey County and <br />others. <br /> <br />Member Marks asked for details of the senior linkage and affordable housing programs. Marks <br />asked for clarification regarding a “windshield survey”which is a Drive by survey. In addition <br />member Marks asked about the first time home buyer training in Roseville and inclusionary <br />zoning. <br /> <br />Member Scheunemann asked if Ramsey County has a first-time home buyer program. (Yes as <br />there is a need to serve suburban Ramsey County residents). <br /> <br />Member Hermes asked for details regarding inclusionary zoning and vacant lot on-line inventory. <br />In addition, Hermes asked for clarification on the use of eminent domain. <br /> <br />Chair Majerus asked how the web site “hits” were counted. In addition, Majerus clarified that the <br />Board must be involved in the implementation of the Work Plan. <br /> <br />Motion: Member Bean moved, seconded by Member Hermes, to adopt an HRA work plan <br />for 2004 as presented. <br /> <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br /> <br /> <br />Information, Reports & Other Business (Verbal Reports by Staff and Board Members): <br />8. <br /> <br />The Board received the following reports: <br />a) Update on Multi Family Study Report and McCarron’s Neighborhood Master Plan <br />(HF0008, HF0004) <br /> <br />Cathy Bennett explained progress on the Multi Family Study, noting that a written report is in <br />process, with a professional writer to compile the complete document, which will be included in <br />the HRA Atlas. <br /> <br />Cathy Bennett reported on the McCarrons Neighborhood Study.
