City of Roseville - Housing & Redevelopment Authority Meeting Minutes for September ...Page 3 of 3 <br />b) Report and update on the Council, Commission Goal Setting Session <br /> <br />Chair Majerus reported on the February 7th meeting stating that it was a very good start in <br />developing a strong working relationship with the Council and the HRA. Dennis Welsch <br />explained the cooperation and process at the goal setting session and relayed the next steps for <br />taking the discussion out into the community. <br /> <br />c) Discussion of Process to set up a Housing Improvement Area (HIA) (HF0014) <br /> <br />Cathy Bennett explained that the Housing Improvement Area (HIA) concept was discussed with <br />the Minnesota Housing Finance Agency. The HRA attorney is reviewing the Statutes, noting that <br />the City Council by ordinance must set up the HIA, and then designate the HRA to administer it. <br />Cathy Bennett will meet with owners of a condominium association next week. A petition must <br />be presented to the City that includes at least 25% of the owners to be valid. The condominium <br />association anticipates improvements to be done in the spring of 2005. <br /> <br />Member Hermes asked if other condo associations should start the same process as Parkview <br />Terrace (Yes). The HRA could fund this through a revenue bond program <br /> <br />d) Discussion of Marketing Options for Sale of Applewood Pointe Homes. <br /> <br />Cathy Bennett explained that marketing is underway through direct mailings to police, fire, <br />teachers, advertising in the paper, and placement of a sign on the site. <br /> <br />Member Hermes noted that there are seven key real estate agencies in Roseville and they <br />should be contacted regarding this opportunity. Is there a lottery system in place if demand is <br />warranted? (Yes – through GMHC). Cathy Bennett explained the lottery process. She explained <br />the targeted program. Member Hermes will assist in setting up a Realtor meetings. <br /> <br />e) Other Board Member & Staff Reports <br /> <br />Member Marks reported on the Home and Garden Fair and asked if a larger building/space <br />could be found. Vendors worked well. He worked with the Home & Garden Award Program <br />table. Member Millasovich also attended, found the space small but fun; enjoyed meeting <br />companies. Member Bean reported the “one-stop shop” atmosphere and the ability to talk with <br />inspectors and vendors at the same time. <br /> <br />Cathy Bennett explained that 850 attended, down because of the weather. Seminars have <br />increased in attendance. <br /> <br />Member Hermes talked to vendors, noted that the vendors like the small site. She was very <br />impressed with the professionalism of the show and the vendors. <br /> <br />Cathy Bennett explained that the Home and Garden Award program is being compiled by the <br />Park and Recreation staff.
