City of Roseville - Housing & Redevelopment Authority Meeting Minutes for July 20, 20...Page 4 of 4 <br />Nays: 0 <br />Motion carried. <br /> <br />Motion: Member Hermes moved, seconded by Member Bean, to recommend the City <br />Council adopt a companion resolution with the understanding that, as more analysis is <br />completed, the HRA may come back for further Council direction with a specific plan for <br />reuse of 2012 Eldridge and a specific request for a Tax Increment district if needed. <br /> <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />  <br />Information, Reports and Other Business <br />9. <br /> <br />a) Update of Applewood Court homes (HF0005) <br /> <br />Cathy Bennett explained the application and selection process. Some applicants did not qualify <br />for various underwriting reasons which were review independently by a qualifying bank. There <br />are seven qualified applicants for five homes and were categorized by 80% or 120% of median <br />income to determine which homes they were eligible for. Points were given for family size, first <br />time home buyer and public service employment status. She explained the point system and the <br />lottery process. The construction has begun on four homes with expected occupancy in late fall. <br /> <br />An open house event will be held prior to occupancy. <br /> <br />b.) Discussion of August 23 “Housing Summit” <br /> <br /> <br />Cathy Bennett explained the purpose and goals of the meeting on August 23, 2004. <br /> <br />c) Twin Lakes Stakeholder Final Report <br /> <br />Dennis Welsch provided a summary of the Stakeholder process and report on the development <br />proposal by the developers which were provided to the City Council. Dennis advised that the <br />Council will review the land proposal and financial gaps with a decision deadline scheduled for <br />the end of September. He discussed the HRA’s role in the process and mentioned that Chair Bill <br /> <br />Majerus was the HRA representative on the Stakeholder Pane <br /> <br />d) Home & Garden Award Program Update (HF0007) <br /> <br />Cathy Bennett provided a summary of the progress to establish a Home & Garden Award <br />Program. It was determined that such a program needs to be formulated by a volunteer effort. <br />Interest was received by 6 residents with emphasis on gardening and three banks. However, in <br />the first planning meeting no volunteer chair or champion come forth. Parks and Recreation will <br />market the program one more time in their annual brochure to gain more interest. Member <br />Marks represented the HRA at the meetings. He explained that the garden issue is not a priority <br />to the HRA at this time.
