City of Roseville - Housing & Redevelopment Authority Meeting Minutes for July 20, 20...Page 3 of 4 <br />b) Discuss 2005 HRA Draft Budget and setting a public Hearing for August 17, 2004, at <br />7:00 p.m. to adopt HRA 2005 budget and make a levy request. (HF0021). <br /> <br />Chair Millasovich requested Executive Director Cathy Bennett explain a brief summary of the <br />budget proposals. She explained the sources and uses looking at two levels of levy options. The <br />administrative section of the budget could be reduced by $20,000 if marketing and studies are <br />added to a separate line item for $20,000. <br /> <br />She explained the programs and noted that portions of a Housing Replacement Programs and a <br />Rental Rehab Program could use the Community Development Block Grant funds as long as <br />those Federal income guidelines are achieved. She also explained the ownership rehab, first <br />time home buyer programs and neighborhood improvement/enhancement. Bennett mentioned <br />the addition of a housing maintenance code and/or rental licensing code that would require a <br />higher levy to implement. These programs will be discussed by the City Council and the HRA on <br />August 23, 2004 as a way to address growing single family and multi family neighborhood and <br />code issues. <br /> <br />Member Kelsey asked about holding the HRA regular August meeting on the same night as the <br />Council meeting. Bennett explained that this would be difficult logistically especially since the <br />HRA will be holding a public hearing on the budget in August. Member Kelsey requested that the <br />Council move the housing summit discussion to the beginning of the agenda so that the HRA <br />members can attend. <br /> <br />Chair Millasovich asked for details of the yearly budget cycle and review process with the <br />Council. <br /> <br />Motion: Member Millasovich moved, seconded by Member Marks, to set a public hearing <br />for the proposed draft HRA budget for 2005 for Tuesday, August 17, 2004, at 7:00 p.m., at <br />the Fireside Room. <br /> <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />Motion: Member Marks moved, seconded by Member Kelsey, to establish a special HRA <br />meeting for Monday, August 23, 2004, to attend the City Council/HRA Housing Summit <br />and budget discussion at 934 Woodhill beginning at 6:00 p.m. <br /> <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried <br /> <br />c) Resolution Determining that a certain parcel is occupied by a structurally substandard <br />building and is to be included in a Tax Increment Financing District (HF0020). <br /> <br />Cathy Bennett explained the resolution to preserve the right of the HRA to establish a TIF district <br />for three years by determining that the parcel at 2012 Eldridge is structurally substandard. She <br />mentioned that this resolution needs to be done prior to demolition of the building. In addition, <br />the Council needs to adopt a companion resolution stating the same. <br /> <br />Member Kelsey asked if HRA could recoup eligible costs prior to establishment of the district. <br /> <br />Chair Millasovich asked how much the eminent domain process would cost (estimate$150,000). <br />Could the HRA ask to recoup these expenses through a TIF District even if no eminent domain <br />occurs (yes). <br /> <br />Motion: Member Marks moved, seconded by Member Kelsey, to approve a Resolution <br />determining that a certain parcel is occupied by a structurally substandard building and <br />is to be included in a future tax increment financing district. <br /> <br /> <br />Ayes: 5 <br />http://archive.ci.roseville.mn.us/council/hra/minutes/2004/hram040720.htm4/16/2010 <br /> <br />
