Members Bean and Chair <br />Majerus suggested “send messages”. Chair Majerus suggested stay at “30,000 feet”, above the <br />fine detail. <br /> <br />2. <br /> Achieve a balance between families with school-aged children and seniors in multi-family <br />housing and the appropriate distribution of acceptable units compatible with each unique <br />lifestyle. <br /> <br />Action 1: <br /> Develop a program to support the addition of playground equipment in densely <br />populated apartment complex areas. <br /> <br />Member Kelsey commented that current parks are aged. Chair Majerus commented that there <br />are other areas of coordination as well as with Parks and Recreation such as multi-family <br />association. Majerus wondered if you build them, will they (kids) come. Member Hermes <br />commented that insurance costs could rise with play equipment. She believes that this would not <br />be money well spent. <br /> <br />Action 2: <br /> Encourage renovation that combines units to increase bedroom size. <br /> <br />Member Kelsey commented that this would not be a good for the market to increase bedrooms <br />per unit except when “affordable”. <br /> <br />Action 3: <br /> Work more closely with the two school districts on annual school enrollment estimates <br />for better planning to know how many children are coming into the school districts <br /> <br />Member Kelsey commented that the HRA could target neighborhoods down in enrollment for <br />first time home buyer programs. Chair Majerus wondered what it affordable. Member Bean <br />commented that the HRA could also find areas with rental density for first time affordable <br />ownership programs is high. <br /> <br />3. <br /> All types of Multi-Family Housing are important to the community and need to be preserved <br />with a full spectrum of multi-family maintenance programs to increase the value, quality and <br />livability of the multifamily housing stock. <br /> <br />Action 1: <br /> Explore how other communities and HRAs have implemented a Housing Maintenance <br />Code and Rental Licensing Program, to be considered as part of the 2006 Budget cycle. <br /> <br />Action 2. <br /> Identify more thoroughly the multi family complexes with deferred maintenance issues <br />and where renovation permits have not been issues in over 10 years. Target these complexes <br />by hosting HRA meetings with the owners and managers. Discuss the issues and offer <br />improvement incentive funds available by the HRA, County and State programs. <br /> <br />Member Kelsey asked to get more information from City Codes staff on this issue. <br /> <br />Action 3: <br /> Explore the establishment of a more formalized multi-family owner occupied housing <br />improvement area program for townhomes and condominium complexes. These ownership <br />multifamily housing complexes and their associations may not have sufficient fund balances to <br />address large maintenance issues. The large increase in dues may be a significant financial <br />burden on those with lower and/or fixed incomes. Contact the association presidents and <br />managers to more fully understand the issues and costs of improvements with them to develop a <br />program and procedures for application and approval. <br /> <br />4. <br /> More fully engage multi-family rental population to become fully vested in the community by <br />using existing public services, through volunteerism, participation in after-school and athletic <br />programs, recreation programs, voting and recycling programs. <br /> <br />Action 1: <br /> Adopt a community pride statement and promotional package that can be presented <br />to apartment owners for inclusion in their tenant information similar to the new resident packet. <br />http://archive.ci.roseville.mn.us/council/hra/minutes/2004/hram040921.htm4/16/2010 <br /> <br />
