The need for assistance especially is true for those with <br />limited incomes. Requests have also been received from families with children who have <br />handicaps. The goal of this program would be to provide a grant for accessibility\livability <br />improvements to both rental and single family homes at $2,000 per unit up to $10,000. Similar to <br />the proposed Rental Rehab Program, the incomes of those benefiting from the grant must be at <br />or below the 80% of median income limit. For rental property, over 50% of the units must meet <br />the income criteria. For a single family property, the total household income may not exceed the <br />income limit. A program summary and application was prepared for the HRA review <br /> <br />Member Kelsey requested the costs of administration of these programs from the HRC and how <br />would that cost match with the HRA budget. Member Bean asked what the financial impacts and <br />staffing will be. Member Kelsey said normally there is an administrative fee that is separate from <br />other fees or costs. <br /> <br />The motion should be made pending further info on administrative fee and staffing with HRC and <br />Ramsey County. <br /> <br />Member Kelsey asked if proof will be requested for the accessible type improvements. Bennett <br />suggested either code staff or HRC would provide proof based upon the improvement. The <br />administration fee and staffing issues were the same as with the rental rehab program. <br /> <br />Motion: Member Majerus moved, seconded by Member Kelsey, to table to the October <br />meeting the adoption of a Rental Rehab Program and Access Improvement Program <br />based upon the program summaries provided for use of the Community Development <br />Block Grant funds with a total budget of $185,000 in 2005, with the added budget items, <br />administration and staffing items. <br /> <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried <br /> <br />d) Consideration of Funds for Roseville Senior Housing Improvement Project (HF22). <br /> <br /> <br />Executive Director Bennett discussed the need for and criteria of usage of Community <br />Development Block Grant Funds for the installation of handicap accessible doors at the <br />Roseville Senior House complex at 1045 Larpenteur Avenue using the Access Improvement <br />Program criteria. Bennett directed the HRA Board to the application completed by Stanley <br />Management under this program for the project. She also advised the Board of the letters of <br />support from residents. <br /> <br />Motion: Member Hermes moved, seconded by Member Millasovich, to table to the <br />October meeting the application for Access Improvement Program funds for the <br />installation of handicap accessible doors at the Roseville Senior House Complex at 1045 <br />Larpenteur Avenue. <br /> <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried <br />  <br />Information, Reports and Other Business <br />9. <br /> <br />a) Outcome of HRA Levy Request <br /> <br />Executive Director Bennett explained that the Council set the preliminary HRA levy at $232,000 <br />but asked that the HRA review the pros and cons and specific cost options for implementation of <br />a rental licensing program for consideration in the 2006 budget cycling. Member Kelsey asked <br /> <br />that staff place this on the agenda for action, discussion and direction. <br /> <br />b.) Discussion of Fall HRA bus tour of housing in Roseville <br /> <br />Executive Director Bennett explained that a bus tour was held in June 2003.
