Member Bean explained HRA accountability to Roseville citizens. The Board <br />thanked the Mayor for his attendance. <br /> <br />8(d) Request for Approval of Principles of Communication and Operation between the <br />HRA, Mayor and City Council <br /> <br /> <br />Cathy Bennett indicated that in an effort to outline methods of communication between the HRA <br />and the Roseville Mayor and Council, a list of principles has been prepared by staff for <br />consideration of HRA adoption, explaining that although most were already being implemented, <br />formal adoption would indicate a continued partnership and collaboration on housing issues. <br /> <br />Motion: Member Hermes moved, seconded by Member Bean, to adopt the following <br />Principles of Communication and Operation and to forward to the City Council for their <br />consideration a similar declaration of commitment to methods of communication by the <br />Mayor and Council with the HRA: <br /> <br />2004-05 Principles of Communication & Operation <br /> <br />I. Statement of Philosophy <br />The purpose of these principles is to keep the Roseville City Council and Housing & <br />Redevelopment Authority informed of activities relating to the City of Roseville. A quality path of <br />communication is an effective way to invoke trust and openness on policies, procedures and <br />actions that affect the citizens of the City of Roseville. Effective and systematic communication <br />of issues will enable the City Council and the HRA to work together productively on housing <br /> <br />projects and policies. <br /> <br />II. Declaration of Communication Principles and Partnership <br />The Roseville Housing & Redevelopment Authority Board of Commissioners agree to the <br />following: <br />• Hold at least one annual “Housing Summit” in conjunction with the Roseville City Council for <br />the purpose of discussing housing issues in the City of Roseville. <br />• Provide a one page explanation regarding each upcoming monthly HRA meeting to be included <br />within a Council Meeting packet and provide a verbal summary of activities and upcoming <br />actions at one Council meeting each month. <br />• Provide, in the council mailbox provided at City Hall, a paper copy of each meeting packet at <br />least four days prior to the monthly HRA Board meeting. <br />• Consult, at an official meeting of the City Council, with the Mayor and Council on any issue <br />relating to the HRA’s legal authority to use eminent domain prior to taking formal action. <br />• Provide a Housing Plan as part of the City of Roseville Comprehensive Plan. <br />• Provide an annual HRA work plan for review and comment by the Mayor and City Council. <br />• Provide a detail budget for the upcoming year of the planned HRA activities and programs as <br />part of the annual City budget process. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried.. <br />  <br />Community/Citizen Comments: <br />5.
