Executive Director Bennett handed out a revised executive summary and provided a summary of the additions to the Study report. Bennett indicated that approval of the study is not committing to the proposed action steps. The proposed action steps are just that – proposed. However, approving the study provides the HRA with consensus to move forward with the specific evaluation of the proposed action steps based upon priorities and impacts on the budget. Member Kelsey asked that the budget and the long-term study be shown together, but the study action steps may also be extended over a period of years. The Study itself will be reviewed annually. How can the HRA make this policy statement more attainable? (through individual action steps). Cathy Bennett will modify or emphasize that action steps are only possible methods of implementing a policy. The document can also be changed. Member Kelsey asked that policies and action steps be shown in the budget, or that the budget is modified so that policies are achievable. Dennis Welsch suggested by operational policy adopting action and budget steps. Cathy Bennett explained the Planning District summaries and project photos. Motion: Member Kelsey moved, seconded by Member Bean, to approve as modified the Roseville Multi-Family Housing Study Report for inclusion in the HRA Housing Plan and request City Council to adopt the report for inclusion as a supplement to the Housing Plan in the City Comprehensive Plan. Ayes: 5 Nays: 0 Motion carried. b) Consideration of Application for use of Restricted Funds by Rental Properties. (HF0023) . Executive Director Bennett noted that this item was continued from the September meeting to gain additional information regarding administrative fees for implementation of the program. Bennett provided a summary of program changes based upon discussion with the Housing Resource Staff. In addition, Bennett outlined the proposed administration fees for the programs at 10% of the loan/grant pool. This fee can be covered using the CDBF funds as verified by Ramsey County.
