The <br />proposed action steps are just that – proposed. However, approving the study provides the HRA <br />with consensus to move forward with the specific evaluation of the proposed action steps based <br />upon priorities and impacts on the budget. <br /> <br />Member Kelsey asked that the budget and the long-term study be shown together, but the study <br />action steps may also be extended over a period of years. The Study itself will be reviewed <br />annually. How can the HRA make this policy statement more attainable? (through individual <br />action steps). <br /> <br />Cathy Bennett will modify or emphasize that action steps are only possible methods of <br />implementing a policy. The document can also be changed. <br /> <br />Member Kelsey asked that policies and action steps be shown in the budget, or that the budget <br />is modified so that policies are achievable. <br /> <br />Dennis Welsch suggested by operational policy adopting action and budget steps. <br /> <br />Cathy Bennett explained the Planning District summaries and project photos. <br /> <br />Motion: Member Kelsey moved, seconded by Member Bean, to approve as modified the <br />Roseville Multi-Family Housing Study Report for inclusion in the HRA Housing Plan and <br />request City Council to adopt the report for inclusion as a supplement to the Housing <br />Plan in the City Comprehensive Plan. <br /> <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />b) Consideration of Application for use of Restricted Funds by Rental Properties. <br />(HF0023) <br />. <br /> <br />Executive Director Bennett noted that this item was continued from the September meeting to <br />gain additional information regarding administrative fees for implementation of the program. <br />Bennett provided a summary of program changes based upon discussion with the Housing <br />Resource Staff. In addition, Bennett outlined the proposed administration fees for the programs <br />at 10% of the loan/grant pool. This fee can be covered using the CDBF funds as verified by <br />Ramsey County.
