Member Kelsey asked if no payment <br />is received how would the HRA recoup – it is more expensive to recoup; there should be a <br />maximum loan amount. In 2005, Code deficient properties may be the best use of these funds. <br />HRA should defer or reserve the $370,000 until rental inspection/code compliance programs are <br />available. <br /> <br />Member Bean asked if a portion of the program could be used for access improvement <br />programs. It would be one year before a rental licensing program could be effective. Member <br />Kelsey explained that the access program should not be 100% grants; a 50% match should be <br />used; to a maximum expenditure for 100% of the program of $50,000 in 2005. <br /> <br />Member Kelsey suggested collaborating with and matching other programs. <br /> <br />Member Hermes noted $370,000 is too little and spread too thin. Member Kelsey and Chair <br />Millasovich asked that staff look at other possible sources for funding accessibility at Roseville <br />Senior Housing. <br /> <br />Motion: Member Kelsey moved, seconded by Member Scheunemann, to continue the <br />prpoposed rental rehab and access improvement programs to a time when the Rental <br />Licensing and Inspection Program are available. <br /> <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried <br /> <br />c) Consideration of Funds for Roseville Senior Housing Improvement Project (HF0022). <br /> <br /> <br />Executive Director Bennett mentioned that this item was continued from the September meeting <br />until the specific programs had been approved. <br /> <br />There was general discussion of continuing this topic for more information on matching fund <br />availability and seeking out other possible funds for accessibility improvements. <br /> <br />Motion: Member Bean moved, seconded by Member Kelsey, to continue this program <br />until programs are more refined and staff checks for other funding sources. <br /> <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried <br />  <br />Information, Reports and Other Business <br />9. <br /> <br />a) Discussion of Process for Review of a Neighborhood Enhancement Program including <br />Rental Licensing - (HF0025) <br /> <br />Executive Director Bennett and Dennis Welsch provided a summary of their proposal for <br />education and community participation relating to neighborhood housing and community service <br />issues in Roseville. Cathy Bennett proposed a meeting schedule: <br /> <br />November - Stories and Issues from the Field. Hold a discussion with the City Code <br />Enforcement, Permit and Fire Inspection Staff. <br /> <br />December - What issues are we trying to fix? What are we trying to accomplish? What are the <br />situations we are trying to prevent? <br /> <br />January - What are our Neighboring Communities Doing? Pros and Cons of programs already in <br />place. <br /> <br />February - Introduction to a range of possible tools. Identification of possible implementation <br />partners.
