GLWMO MINUTES <br />JANUARY 24, 2008 <br />PAGE 4 <br />Report, January 16, 2008. <br />Maloney noted that the letter to Mr. Quitevis from Chair DeZellar requested Mr. Quitevis <br />to bring his issues to the $oard as a whole at regular meetings. Mr. Quitevis has received <br />the Board's meeting schedule. Aichinger added that the Lake Owasso storm water <br />outlets Mr. Quitevis has identified to the Board have been inspected and acknowledged <br />by the both cities. <br />Mogg reported on a meeting he had with Steve Woods (BSWR), Gene Soderbeck, Nito <br />Quitevis, Joe Bester and Dick Fowler regarding their contention of poor performance by <br />the GLWMO Board. Mogg indicated that the points of contention included: <br />1. Previously maintained by Ramsey Co. and now by Shoreview, storm water <br />pipe on North Owasso Blvd., is Shoreview cleaning this out? <br />2. Need GLWMO to meet with Lake Owasso Association more often. <br />Mogg indicated that Steve Woods suggested the following: <br />1. Try GLWMO meeting more often. <br />2. Perform a workshop for new GLWMO board members with info on <br />rules/authority and a tour of watershed. <br />3. Have GLWMO chairman set the meeting agendas. <br />4. Present GLWMO concerns directly to city councils. <br />B-2 Financial Report <br />Maloney noted that the current format for the financial report, a municipal accounting <br />format, does not show clearly transactions and an analysis of each fund the Board <br />operates from. <br />Aichinger suggested a single sheet format that would show: <br />1) Original budget <br />2) Established projects <br />3) Current month's expenses <br />4) Year-to-date expenses <br />5) Balance of each fund <br />6) Total balance also reflecting revenue <br />7) Activity in cost-share programs. <br />Maloney stated that the financial report does not split out evenly contract services of city <br />staff.. Many watersheds have an accountant and an attorney. When Grass Lake was <br />created in the early 1980s, there was a conscious action on the part of Roseville and <br />
