Apri121, 2008 <br />TO: Mark Maloney GLWMO <br />FROM: Tom Petersen <br />SUBJECT: Support for Revising/Updating the <br />Ramsey County Groundwater Quality Protection Plan <br />The Ramsey Conservation District (RCD) requests your assistance/partnership in the revision of the <br />Ramsey County Groundwater Quality Protection Plan. We are requesting a resolution of support for the <br />revision and a $1,500.00 financial contribution towards costs associated with revising the Plan. If <br />necessary, your contribution could be payable to the RCD in 2009. <br />We estimate that it will cost between $97,000 and $117,000 to revise/update and publish the plan. We <br />have been promised funding from the following WMOs in Ramsey County, (i.e., RCWD ($lOK), R- <br />WMWD ($ l OK), CRWD ($ l OK), VLAWMO ($3K), and VBWD ($750.00), GLWO (?????). In <br />addition to WMO financial partnership, we will receive $32,000 in BWSR NRBG funds, $10,000 from <br />the St. Paul Regional Water Authority, $10,000 from the Ramsey County Environmental Health Dept.., <br />and the RCD will provide approximately $30,000 in in-kind staff contribution. <br />The RCD intends to revise the plan over an 18- month period of time beginning in June 2008. To proceed, <br />we are seeking the support and financial assistance of local water management organizations, Ramsey <br />County, and the St. Paul Regional Water Service. <br />The RCD sought the responsibility of preparing a comprehensive ground water protection plan for <br />Ramsey County in 1991, pursuant to MN statutes 103B.255 (Metropolitan Groundwater Management). <br />The RCD completed the first plan in early 1996 for adoption by the County Board in May of that year. <br />The current plan extended through 2006. Per provisions of Minnesota statute and the plan, a revision is <br />necessary to reflect current conditions and new science-based knowledge of groundwater resources in <br />Ramsey County.. Much has changed since the first plan was created. We are able to detect and define <br />groundwater contamination sites with increased accuracy and frequency. We have acounty-wide <br />groundwater flow model that allows us to better understand the effects of wellhead interference and the <br />effect this may have on the spread of known groundwater contamination. The MN BWSR and <br />Metropolitan Council, through local comprehensive plan approval, requires local governments, including <br />water organizations, to address the protection of groundwater resources.. <br />Ramsey County lies at the center of the water-rich Twin Cities Aquifer. Our residents and industries are <br />more dependent then ever on clean groundwater resources for potable water supply. If we are to maintain <br />our quality of life and economic opportunities, we must act now to conserve our groundwater resources. A <br />revised groundwater plan will lead to this resolve.. <br />
