The boundary of Lake Owasso is high <br />enough that there is a back flow at County Road C that backs up to the wetland <br />east of Dale Street. This created a real. challenge in calibrating models to <br />correctly measure volumes. This is work that was done beyond the amended <br />contract for the second year data. Barr is requesting consideration of the Board to <br />pay the overrun expense. <br />It was agreed that the Board will consider a proposal from Barr to increase the <br />study budget to include the overrun costs at its workshop meeting May 28, 2009. <br />Action for approval can be taken at the Board meeting in July. Ayes - 5 Nays - 0 <br />2) City of Shoreview Expenses $12,301,67 <br />3) Barr Engineering $10,788.16 <br />D Other Business <br />D-5 Ramsey County Groundwater Plan Update <br />Chair Eckman noted that Ryan Johnson, Ramsey County Conservation District has <br />indicated that due to a grant from the Board of Water and Soil Resources (BOWSR), the <br />cap for cost-share will increase for homeowner Best Management Practices projects. The <br />cost-share formula will be 50%BWSR, 25% GLWMO and 25% from the property <br />owner. She suggested the cost-share cap be changed from $1;000 to $2,500, which <br />would be consistent with what other water management organizations are funding. Not <br />all the funds set aside last year were used and have been carried forward. <br />Root expressed concern that instead of spreading small amounts of funding to help many <br />projects, this pool would be used in only a few projects. <br />Kelsey noted that if the money is not being used., homeowners are not willing to bear <br />their share of the cost which means nothing is being done. He suggested that a larger cost <br />share would provide more incentive to homeowners to undertake projects they would <br />otherwise not consider. <br />Maloney agreed that the offer of $1,000 does not go far enough. if a big project is <br />needed, some will think it is not worth it to apply for only $1,000. <br />Fen-ington asked the duration of the BWSR grant.
