There is a deadline <br />to encumber the money, which totals $ l 50,000. <br />Chair Eckman noted a workshop on public engagement, Thursday, June 4, 2009, 8:30 to <br />noon at the Ramsey County Public Works site in Arden Hills sponsored by BWSR. <br />D-1 Lake Owasso Study Final Report/Recommendations <br />Presentation by Scott Sobiech, Barr Engineering <br />The water quality goal for Lake Owasso is ] .6 meters transparency. A reading of <br />2.45 meters transparency is the action level when steps are needed to address <br />water quality. In 2004 and 2005, the transparency reading exceeded the action <br />level, which triggered this study. The Minnesota Pollution Control Agency <br />(MPCA) standard is established by the average over a period of L 0 years. <br />This study was approved for data. collection in 2007. Because of the dry <br />conditions, the study was extended for data collection in 2008 to provide atwo- <br />year comparison. A scientific assessment was made of the physical, chemical and <br />biological. conditions with the goal of finding what needs to be done to make the <br />lake usable for swimming. Seven steps were used for a lake use attainability <br />analysis: <br />1. Determine current and historical water quality conditions; <br />2. Set beneficial use goals; <br />3. Assess current watershed and use condition attainment ornon-attainment <br />of the goals; <br />4. Estimate annual hydrologic and phosphorus budgets for the lake; <br />5. Reconcile the budgets to observed in lake conditions using a lake water <br />quality model; <br />6. Using the lake model calibrated to current conditions, assess the likelihood <br />of beneficial use attainment under ultimate (future) watershed land use <br />conditions; <br />7. Ifnon-attainment is predicted for ultimate development conditions, <br />recommend feasible alternative remedial measures. <br />The study provides a monitoring summary of the following: <br />• Lake User Survey - 2007 <br />® Direct Discharges to Lake - 2007 <br />® Macrophyte Survey - 2007 <br />• Sediment Core Analysis - 2007 <br />® Runoff Water Quantity and Quality - 2007 and 2008 <br />
