<br />?iliSOL,;TIOlJ 478 <br /> <br />EXTRACT OF MINUTES OF MEETING OF THE VILLAGE COUNCIL <br />OF ROSEVILLE HELD September 1, 1961 <br /> <br />********** <br /> <br />Pursuant to due call and notice thereof, a regular meeting of The <br />Village Council of the Village of Rosevi1le, Minnesota, was duly called and <br />held at the Village Hall in said Village on September 1, 1961, at 8:00 olc1ock <br />P.M. The following members were present: Mayor Cedarholm, Trustees <br /> <br />Flanagan, McGee, Reinecke and Shields. <br /> <br />and the following members were absent: None <br /> <br />Member Reinecke introduced the <br />following resolution and moved its adoption. <br /> <br />RESOL UTION NO. 478 <br /> <br />A RESOLUTION INFORMING THE ROSEVILLE POLICE CIVIL <br />SER VICE COMMISSION AND THE ROSEVILLE POLICE DEPARTMENT OF <br />THEIR RESPECTIVE DUTIES AND OBLIGATIONS, AND FURTHER INSTRUCTING <br />THE POLICE DEPARTMENT TO DISREGARD CERTAIN ORDERS ORIGINATING <br />FROM THE POLICE CIVIL SERVICE COMMISSION AND INSTRUCTING THE <br />VILLAGE ATTORNEY TO REVIEW THE RULES PROMULGATED BY THE <br />POLICE CIVIL SERVICE COMMISSION TO DETERMINE WHICH RULES ARE <br />PROPER AND WHICH ARE IMPROPER. <br /> <br />WHEREAS, There has existed some confusion and misunderstanding <br />as to the extent of the proper function of the Police Civil Service Commission; <br />and <br /> <br />WHEREAS, It is in the best interest of the Village, the Police De- <br />partment and to the Police Civil Service Commission that the: respective <br />duties and obligations of each be understood; and <br /> <br />WHEREAS, The operation of the Roseville Police Department lies <br />exclusively within the function of the Vill?-ge Police Department and the Village <br />Council and any activity on the part of the Police Civil Service Commission de- <br />signed to interfer with the operation of the Police Department will tend to create <br />confusion and misunderstanding within the various phases of the Roseville <br />government. <br />
