Regular City Council Meeting <br />Monday, March 22, 2010 <br />Page 8 <br />that will be wider and allow additional traffic lanes, including aesthetic and light- <br />ing improvements, accommodation of non-motorized traffic including sidewalks <br />on both sides of Rice Street, signals with pedestrian timers and ADA audible con- <br />trols, and medians with streetscape amenities. Ms. Bloom noted that both the Ci- <br />ties of Little Canada and Roseville had initiated a request to Xcel Energy for bu- <br />rying utility services. City of Roseville public utility improvements as part of the <br />project include storm sewer improvements, watermain replacement at County <br />Road B and along the entire Rice Street corridor proposed for this phase of im- <br />provement, and sanitary sewer relocation in the Trunk Highway 36 right-of--way. <br />Ms. Bloom noted the estimated project cost was $28,700,000, with funding from <br />federal, state, Cities of Roseville, Little Canada and Maplewood, Xcel Energy <br />through a customer franchise fee for the Cities of Little Canada and Roseville, and <br />other funds including the state bonding bill. Ms. Bloom advised that tonight's <br />public hearing was for the purpose of hearing public comment concerning Rose- <br />ville's estimated portion of assessable costs to benefiting property owners in the <br />amount of $473,080. Ms. Bloom reviewed the City's current assessment policy <br />for 25% of road construction costs to benefiting properties, with engineer's esti- <br />mates of assessable frontages at 1,791.06 at 100% of those costs at $155.93 per <br />foot; and reviewed policy calculation methods for commercial properties. Ms. <br />Bloom noted that another public hearing would be held following completion of <br />the project in 2011, at which time assessments would be finalized based on actual <br />construction costs, with deferrals available to property owners upon meeting of <br />specific criteria. <br />Ms. Bloom concluded by providing a breakdown of the City's project funding, <br />which included Municipal State Aid (MSA) funds of $209,460; Special Assess- <br />ments at $69,820; and Water Utility Funds at $193,800 for a total of $473.080. In <br />conclusion, Ms. Bloom provided the proposed construction schedule, indicating a <br />proposed bid opening in May of 2010; construction of the east side of Rice Street <br />from June through the fall of 2010; construction of the west side from May to the <br />fall of 2011; with Rice Street proposed to remain open throughout the construc- <br />tion work. Ms. Bloom advised that plans and specifications were available at City <br />Hall for public review by contacting staff. <br />Acting Mayor Johnson opened the Public Hearing at 6:52 p.m. for the purpose of <br />hearing public comment on the proposed improvement and plans and specifica- <br />tions for the Rice Street / TH 36 Bridge Reconstruction Project. <br />Public Comment <br />Barbara Ankrum, 2489 Rice Street -Suite 40, Property Manager <br />Ms. Ankrum presented to Ms. Bloom for the record, a formal written objection to <br />the proposed assessments for the properties at 2345 and 2353 Rice Street, of <br />which she was Property Manager and representing the property owner, who was <br />unavailable for tonight's meeting.
