Business Items (Action Items) <br />a. Adopt a Resolution Ordering the Improvement and Approving Plans and <br />Specifications for the Rice Street / TH 36 Bridge Reconstruction Project <br />Discussion included the age of the watermain and sewer infrastructure proposed <br />for replacement by the City of Roseville, with 12" and 8" cast iron pipe estimated <br />to be 50 years old and susceptible to breakage; review of the procedure for chal- <br />lenging anassessment at the time actual costs are determined in approximately <br />September of 2011; and benefits of the project in traffic management, pedestrian <br />and bicycle safety amenities, and replacement of a dilapidated bridge. <br />Public Works Director Duane Schwartz noted that the City's portion of street <br />costs had been identified by Ramsey County, with the City's Utility Fund bearing <br />the costs for their replacement and not included in assessment projections. Mr. <br />Schwartz advised that the Cities of Little Canada, Maplewood and Roseville had <br />initiated the project early on behalf of the expansion of St. Jude's Medical; and <br />requested that if additional funds were available or if bids come in lower than pro- <br />jected, those funds be used to reduce the overall assessment costs. <br />Pust moved, Ihlan seconded, adoption of Resolution No. 10797 entitled, "Resolu- <br />tion Ordering the Improvement and Approving Plans and Specifications for the <br />Rice Street / TH 36 Bridge Reconstruction Project." <br />Roll Call <br />Ayes: Roe; Pust; Ihlan; and Johnson. <br />Nays: None. <br />b. Appoint Members to the Parks and Recreation and Police Civil Service <br />Commissions <br />Two bench handouts were provided, representing recommendations for appoint- <br />ment of candidates provided by Bob Willmus, Chair of the Parks and Recreation <br />Commission, and by Mary Jean Turinia Anderson, Chair of the Police Civil Ser- <br />vice Commission. <br />Acting Mayor Johnson recognized the number of quality candidates for these va- <br />cancies. <br />Candidates for the Police Civil Service Commission included: Don Drackert; De- <br />bra Gogins; and Zoe Jenkins. <br />
